Yeah, I know you have to have it to make them, I'm asking if there's any way to make them cheaper thank just using it, as in I have it, but does anything else make it cheaper along with it.

I think the message here is that the general rules may give one answer, and rules resources can always provide an exception. If the trait above didn't exist, it could always be made. Hedge magician provides a benchmark; a trait is worth about 1/2 of a feat. Go forth and create.

Improved Scribe Scroll (Item Creation)
You are a master at creating magic scrolls. You can create them faster and for less cost than other scribes.
Prerequisite: Scribe Scroll, Caster level 5th.
Benefit: You can create a scroll of any spell that you know. Scribing a scroll takes 1 hour if its base price is 250 gp or less, otherwise scribing a scroll takes 1/2 day for each 1,000 gp in its base price. To scribe a scroll, you must use up raw materials costing half of this base price -10%. See the magic item creation rules in Magic Items for more information.

Correct me if I'm wrong, but can you not also "set" the caster level? For instance, if I'm 4th level, making a 1st level scroll, does it have to be scribed at a CL4? Or, can I be a cheap b------ and set it to CL1 to only pay 12.5gp for it?
The scroll must at least be set to the minimum caster level to scribe it.
You can always go higher though. Setting the level lower or higher also affects how the spell work though.As an example if you create a spell at the minimum caster level then it will use that caster level to bypass SR.

Unless you are a high enough level Scroll-Master wizard. In which case, you can be a cheap b****** all day long and giggle as you stab that cheap scroll into someone's chest before you then use it to cast a fireball using your level and int instead of the scroll level and int.
