1. Can you buy an enchanted piece of regular clothing with an armor bonus, which would then allow a arcane caster/monk to get some bonus AC without suffering the penalties?
2. Is there a limit to the number of scrolls a wizard can learn a spell from between/during each module?

#1: If it is not in the core rulebook, (EDIT: or another officially recognized source for PFS) then you can't purchase it unless it shows up on a chronicle sheet.
#2: Good question! I asked Josh this same one a couple of years ago at Paizocon, and he said that there is no limit to the number of scrolls you can scribe into your spellbook, but you do have to purchase each one and it is used up when you transfer it to your spellbook. This may have changed since, but it seems to make sense to me.

I've never heard of a Monk not being able to wear Bracers of AC. I would assume as long as it isn't actually armor, it should be ok.

Bracers of armor are a specific, named wondrous item that exists in the Core Rulebook without needing to employ crafting rules. You can not purchase a shirt of armor or sash of armor or cummerbund of armor unless it has a statblock; none of those exist in a legal PFS source at this time.

Right. I guess I saw the poster above with a titled spoiler thing and figured he was talking about a shirt that was in one of the PFS modules. My bad. But if there was a shirt as such available in a PFS module, I would assume a Monk could wear it just as easily as he could wear the bracers?

Mark took care of #2 when it comes to PFS play.
As for #1, because there is no tracking of time passage between scenarios, the only limit would be what you could afford to buy and what is available to you in the way of scrolls from chronicle sheets. As for during a scenario, the rules in the Core Book on page 219 for time required to learn a spell and to copy a spell into your spellbook would apply. You would first need to decipher the spell with either a Spellcraft check or by using Read Magic, then spend an hour studying the spell and making a Spellcraft check, then spend one hour per level of the spell to copy it into your spellbook. So at a minimum of two hours for even a 1st level spell, or 1 1/2 hours for a cantrip, you are not going to find much time during a scenario to be adding spells to your book. Oh, and any spells added to your book in between scenarios will still need a GM present to witness the Spellcraft rolls for it to be legit.
