Well, some questions.
Beyond what in the campaign setting, what other official info available on Arcadia and where?
Since the official info will be very lacking anyway, Anybody got ideas how the cultures of Arcadia should look like?
I was tinkering with an idea of making native american styled character for Kingmaker. Of course she can be a Shoanti. But if she comes from Arcadia it will be a unique approach. How do you think an Arcadian can found herself in Brevoy?

As memory serves, the only three cultures to interact with Arcadia are Andoran, Cheliax and Land of the Linnorm Kings. The linnorm kings dealings with the natives read as very close to the viking-skraeling relationship in the real world; not likely to make it that way. I can easily see the Cheliax attempting to bring back skraelings as curiosities and slaves for show and prestige. While the Andorens wouldn't bring back slaves, they would bring back willing natives as curiosities, i.e. Pocahontas going to England. As Andoran is closest to Brevoy with the most open attitude towards people's free movement, this is probably the best entry point for an Arcadian to get to Avistan and on to the land of the sword lords.

If you are going with the Andoran approach, maybe have the character come from a culture like the Five Nations of the Iroquois -- which had many features that were admired by the American Founding Fathers. Possibly, the character was curious about a society whose government had passing similarities to his own and went to Avistan.

There is very little official information about Arcadia out there. The folks above have noted some things, but in addition to that this thread has some cool and really helpful ideas (plus a few unofficial comments from a couple of developers).
