I am boning up on chapter 4, prepping to run it for 2 groups. In the Umber Hulk attack, it says the City Watch are half orcs. I know that they get introduced a bit later in the campaign. Is this a bit of foreshadowing, or did I miss them being added. I know they run into some at the end of 2, but then there is no mention in 3, and they suddenly appear in 4. I'm a bit stymied.

Are you running from the magazines, or the hardback?
There's a bridging scenario in the hardback ('Drakthar's Way'), where they add more evidence that 'The Blue Duke' is bringing half-orcs into the city.
They are initially kept separate from the other town guards, in separate barracks on the edge of town, and brought out in public later, when the guard are stretched thin by the riots.
There's also a fake attack on their barracks, which is used for propaganda purposes, to show that they are valuable members of the community, and to deflect suspicion from the Blue Duke.

If you look at p. 11 of the hardback, in the right column it breaks down changes to guard patrols from chapter to chapter. It tells you that the constituency of the guard starts changing in Ch. 4.
Another thing that can sneak up on you is changes to the city's taxes, which are laid out on pp. 13-14. They tell you there to spring a special new "adventurer's tax" on the PC's in Ch. 4.
A little awkward that these things are separated out from the chapters they affect!
