Can my witch use evil eye on an enemy to give them a -2 penalty to attack rolls, then on the next round use it again to give them a -2 penalty to AC, then on the next round bestow a penalty to saves, all the while cackling to maintain the three effects?


IMO, yes.


Yes they can -- it is a penalty to different things.

Much like you can cast bestow curse on the same target multiple rounds doing different things with it each time.

I got questioned during a PFS game by my gm who didn't accept the errata at d20pfsrd as official. He did accept the Paizo FAQ and let me use multiple evil eyes on the same target.


Sounds like the table GM followed appropriate procedure.
