As written, no. I thought about this quite a bit, but the text about defending your sovereign's lands and so on very distinctly fits a king/queen-type leader, and not the Society.
What about a specific Venture-Captain or faction representative?

You don't have to dismiss the Order of the Lion outright though. It might be harder to build a cavalier of that order into PFS, but it's still possible. Perhaps your sovereign is an important faction representative who has impressed upon you the importance of their shadowy behind-the-scenes war with the other factions (or the leader of said faction has specifically requested you work with them to ensure other factions do not gain the upper hand). Perhaps your sovereign wants "an eye kept on the Pathfinders" and has asked you to do so. I think there are enough options that you can take the order without needing to swear allegiance to the Society.
Just some ideas though if you were really set on playing an Order of the Lion cavalier.

The original idea for the character was a halfling who was bullied by most of the people around him, until a Pathfinder on a mission saw him on the streets and saw potential in him, so took him to Absalom where he started his training. The Pathfinders changed his life, and so he was eternally grateful to them and became one of their most loyal defenders. This original idea was going to be the Order of the Lion, but with one or two tweaks to the story, he can be really friendly to members of the Pathfinder Society because of that, and therefore make him Order of the Dragon.
