On page 79, under Spellbooks, it indicates that:
"He cannot prepare any spell not recorded in his spellbook, except Read Magic, which all wizards can prepare from memory."
This to me indicates that they still have to prepare (allocate it to a spell slot). Conversely, I have noted that the Adventure Path wizard PC's seem to always have Read Magic as an "extra spell slot".
Can anyone confirm the official ruling on this?

I believe that is the same as "spell mastery" they don't need their spell book to memorize it, but they can't cast it unless they have memorized it. This is so they can memorize it to start the process of rebuilding a new book if there's is destroyed.

it is straight forward, it only allows them the prepare read magic without spell book. does not allow them to sp/cast read magic. The slot must still used by read magic.
