If you take this feat as the level 6 ranger bonus, do you still suffer the -4 for firing into melee or just get the ignore some concealment?

Yes, you do still suffer that penalty unless you also pick up Precise Shot.

Yes, you still take a -4 to the Attack Roll for shooting into melee.

This is correct. The -4 is a penalty for shooting into melee. Soft Cover is a cover bonus that can apply if you are attempting to shoot an enemy being obstructed by another creature.

There can be situations where you take the -4 penalty for shooting into melee and the target receives the +4 AC bonus for having Soft Cover. Of course, this is negated if you have both Precise Shot and Improved Precise Shot feats.

Did the rule change because you need a BAB +11 in order to take the feat right? I feel like I'm missing something...

Rangers can ignore the bab requirement and take the feat at level 6 as a bonus feat in the archery combat style list.

Rangers in general ignore prerequisites when selecting their bonus feats.

This is why Rangers and Zen Archers make better Archers than Fighters in PFS or games with a level cap.

Eating that -4 pretty much all the time for the entire game sucks pretty hard.

Ahhh I forgot that they ignore prereqs! Thank you I knew I wasn't catching something.
