I was in checkout and it was full price for the Kingmaker Paper minis...

is that correct?

It is correct. The one of the only exclusions to the Pathfinder Advantage are PDFs from other companies.

The relevant bit of the Pathfinder Advantage wrote:

...the Pathfinder Advantage: 15% off of suggested retail price of all products on paizo.com, with the exception of non-Paizo downloadable files.

Pathfinder Paper Minis is the name of the company, not Paizo.
