What are you supposed to do with item creation prices when there is a variable material component cost such as in a wand of restoration?

My understanding is you either spend normal crafting costs + 100gp *50 for a wand that dispels temporary negative levels in addition to ability damage etc.

Or you pay normal crafting costs + 1000gp *50 for a wand that also dispels one permanent negative level.

Expecting you're a cleric or druid the price for a wand of restoration that cannot remove permanent negative levels is 4500+50*100=9500 which is 190 per charge.

For a wand that removes negative levels the price is 4500+50*1000=54500, or 1090 per charge.

A nice GM might allow you to buy the cheap wand and use 6 charges to remove a permanent negative level. It makes it a little bit more expensive to do so since the price per negative level is 1140 gp, but it does give you more freedom of choice.
