Back in 3rd. ed., I remember reading that you, when trying to meet the prerequisites for a feat or prestige class, could be said to meet them if you had another similar ability. Like, for instance, a darkvision made permanent with a permanency spell was enough to qualify for any prestige class that required the Darkvision racial trait, a crature with Truespeech qualifies for any language prerequisite, and so on.

Does this apply to Pathfinder, or was it abandoned?

I don't know of any official source on this, but if it's any comfort my group has always run with the same rule the "fly" skill has for prerequisites: If you can have reasonable long-term access to the ability, you can take something based on it that will function when you meet the pre-requisite, but not when you do not.
We generally rule that at least 8h/day is good enough.
We use this for things such as a druid taking Improved Natural Armor (for wild-shape forms) or Improved Natural Attack. Once you hit 6th level you can use wild shape for 12 hours a day total, more than enough to practice those things. However, if the druid is in a form that doesn't innately have natural armor the feat doesn't function, likewise (for more obvious reasons) for improved natural attack and lacking the attack form.

Those are some good guidelines for home gaming, an that would be my ruling as a GM, too. But the question came up in Organized Play, so I need to know if there is anything about it in the rules.

The closest I can get for ya is this line from the prerequisites section of the feats chapter on p112 of core:

A character can't use a feat if he loses a prerequisite, but he does not lose the feat itself. If, at a later time, he regains the lost prerequisite, he immediately regains full use of the feat that prerequisite enables.

While I'm mostly sure this is for things like negative levels (reduces caster level) or ability drain, it can also support taking feats when you can't always meet the prerequisite.

Some feats have prerequisites. Your character must have the indicated ability score, class feature, feat, skill, base attack bonus, or other quality designated in order to select or use that feat. A character can gain a feat at the same level at which he gains the prerequisite.

Of course, the line right before [above] says that you must have the prerequisite to take the feat... Then again, it doesn't say anything about what conditions you meet the prerequisite in. It doesn't say "When you aren't buffed" or anything like that, it just says you must meet the prerequisite. It's a bit open to interpretation, and I have no knowledge of an official source that's more clear.
