Headband of vast intelligence

Could you please help me understand how does the headband of vast intelligence work?

The headband has an associated skill for each +2, and this is fine.
But - after 24 hours - do I also get extra skill points on top of that for having higher intelligence, points that I can spend as wish among different skill?

The associated skill is the skill points. You do not gain additional skill points above that.

Is this official? It is not 100% clear from the way it's formulated, IMO.

I can't find it, but that is what James has stated in another thread.

Not only are the skills selected when the headband is created, the additional language(s) is also selected.

Can anybody link me James' ruling (just for my personal archive of official FAQs)?

EDIT: I've found it. And it addresses exactly my concern about rearranging the skill points!
