I've bought Blackmoor, Scarrport, the Wraith Recon stuff and the goodman adventures although I havent ended up using any of them yet.
We've talked about running a Wraith Recon side-campaign for a change of pace. Blackmoor and Scarrport I got more for interest than anything else. The Goodman Games adventures are likely to get the most use - not as is but as side-treks and/or plundered material for a homebrew.

I have skimmed through both when I saw them at a nearby FLGS. I came to the conclusion they would be largely next to useless for my 4E game.
The 4E Blackmoor book looked like a 4E version of the 3.5E Blackmoor campaign guide.
Scarrport sort of reminded me of a Freeport type town.
The players in my 4E game were largely resistant to any classes, races, etc ... that were not in the DDI character builder. At most, I suppose I could use Blackmoor, Scarrport, etc ... for making new NPCs or monsters + badguys. Other than that, they would probably see very little use in my 4E game.
If I really wanted to play a Blackmoor game, I would probably do it using 3.5E/Pathfinder or an older D&D box set from the 1980's with the DA series of modules.

Out of all the decisions wizards has made in regards to 4E, my biggest gripe is third party support in regards to DDI. What appears to be a simple matter of modifying the program to allow third party content to be added may never materialize. I do like DDI, but it also influences my decision to purchase third party products.

I just got Azagar's Book of Rituals from Goodman Games. I also have 3 adventures also from Goodman that I am cannibalizing for my Mystara 4E game.
I was big into Scarred Lands from Sword & Sorcery Studios back in 3E's era but other than those I never bought much 3PP stuff. If a really cool campaign world came out from a 3PP I would be all over it though.

I don't really know how to answer - I don't know enough about the game to judge whether it's well done or not in a game design. Based on subjective taste - I like Blackmoor but not Scarrport.
Neither of them were what I was really looking for - I think my perfect 3rd Party campaign world wouldnt include much crunch at all - I'm a little suspect as to how balanced some of the classes/races are. Plus (as others have mentioned) it's not in the DDI subscription so that just makes it harder. I'd really like some interesting world with cultures/history/hooks but without non-standard races and classes. In that vein Wraith Recon was much more what I was looking for (although the magical strike team schtick isnt quite what I wanted - it was nonetheless 'closer').
Part of it is no doubt having been spoilt by Paizo, WoTC production values - black and white just doesnt cut it anymore (even though it shouldnt really make any difference, it somehow does).
