Ok so the spell darkness says it lowers the light blah blah blah, so if it lowers the light to total darkness, do the people inside it still have concealment or total concealment against a creature with darkvision? I ask this because the spell itself says that it grants concealment in lowlight and total in darkness, so is that from the light change or is the spell granting concealment?
Basically if my rogue is in a darkness spell, getting ranged SA can he get one against a creature with darkvision?

The spell does nothing more than enhance the excisting darkness, it just mentions the effects (in a somewhat clumsy manner).
dim light gives creatures 20 % concealment, total darkness gives 50 % concealment (basically blind), darkvision negates the effect alltogether.
If you have darkvision you could SA creatures in total darkness provided they do not have darkvision, if they do the spell is useless against them so you can not sneak attack them by virtue of this spell.

Yet another change for PF? I remember the spell specifically mentioning Darkvision couldn't pierce it in 3.5.
I consider that a good thing personally, there were too many places in 3.5 that didn't make sense because of it.
For example, Tieflings had darkness as a spell-like-ability, but their darkvision was as good as blind in it.
