Basilisk: CR 5 & 4 Feats - What gives?

A CR 5 monster is only supposed to have 3 fears, so why does the basilisk have 4 feats?
RPG Superstar 2010 Top 32

It's based on HD, not CR. Basilisks have 7 HD.
