Feats and Class Abilities on Items

OK, can you put Feats and Class Abilites on items (Like +1 Channeling per day or +1 Rage per Day)?

If so, where are the rules? (Did I miss a page today?)

I know that rods can be used to emulate metamagic feats. maybe you should start there?
