A player wants to play an orc in the adventure path. we dont have the campaign book, so we were wondering how likely would it be to have an orc wandering in the city?

Orcs are brutal, anarchic, uncivilised, unhygienic. They will attack, murder, rob, rape and torture everyone they see.
Everyone knows that.
So the dottari are ordered to kill them on sight, for Order and Asmodeus's Eternal Glory.
I'd say an orc has a snowball's chance in Hell in Westcrown. We're talking about a diabolic empire here. They're really not into the "judge people on their actions instead of their race or origins" thing. Try on prejudiced racists for size.
And this is for an orc who goes the "redeemed savage" way. If he's an average orc, who really does attack, murder, rob, rape and torture everyone he sees, he's even more screwed.

The assumed world of Golarion has orcs being monsters, as mentioned two posts upthread. if you want to let a PC play an orc in your game, that's cool (their stat mods and powers are more or less okay when compared to other races), but you'll need to change the way orcs are viewed in your version of Golarion if you want your orc player to be able to move around without being attacked by guards or fled from by everyone else.
Playing a half-orc might be a better choice.
