I have a question concerning copyright. If someone publishes story on internet, let's say in a blog, or a part of a novel, do I have the right to translate that story from English to another language and publish it in a nonprofit fanzine or magazine, with explicit goal of promoting genre literature? My country's copyright laws permit that kind of thing. But I am concerned about US laws. I want to promote SF and fantasy, not piss off authors.

You must always receive permission from the original publisher if the copyright is still intact. If it is no longer under the rights of the publisher then you should be fine, but also willing to work with the author.
