Bonded Magic Item Enhancement - Sanity Check

I have been the GM for a long time...since they called it a DM in fact. My question is this. I have a player who of course is playing a wizard 3rd. and he thinks he can enchant his bonded longsword to +1 then make it flaming then make it a Keen edge. He is going for the Battle Mage, and Pyromancer... Now in Pathfinder, because it is a bonded weapon he is assumed to have the necessary feats required to enchant this item, but does he still have to meet the caster requirements of the feat? 5th level caster requirements. Also, this is going to sound silly but does he also have to be able to cast the spells before he can place them on his bonded weapon? I think that he can hire or have some higher level mage help him out. I dont think he can do it himself but i want a sanity check...Thanks in advance - Devlin

The rules are pretty clear that a character has to be at least 5th level before he can enchant a bonded weapon.

He'd be able to enchant the weapon without noing the spell, but the DC would be increased by 5 for each prerequesite he doesn't meet.
