Touch of Idiocy is a penalty to the target's Int, Wis, and Cha, not damage or drain, so multiple hits would overlap and not stack, with the target suffering the greater penalty of the two hits.
I don't know where Ray of Stupidity is from or what it is (does that mean I've been hit with it???), but if it is a penalty and not damage or drain, then it wouldn't stack. If it IS damage or drain, it would stack.

Ray of stupidity is a Sor/Wiz 2 spell from Spell Compendium. It does Intelligence damage. It's sick. People who complain about Ego Whip, I point to this spell.

I just read the Ray of Stupidity description, and it does do Intelligence damage, so multiple hits would stack. NASTY!!!
