Nice work.
I have to say that I've become something of a proponent of using Kobold 4th level warriors or Goblin 3rd level warriors. (Both are CR 1 creatures.) For that matter, a Kobold warrior 4/barbarian 1 is rather more of a problem for the PCs than a Kobold barbarian 2, even though both are the same CR.

I must admit, I was expecting something... different. Maybe a little more BoVD (kids chained to your waist, anyone?). But this was really good. I especially liked your appendix on different weapons and gear, it reminds me of the rules back in the 2nd ed Monstrous Manual about how creatures don't all use the same weapons. For example:
Combat: Orcs are constantly in battle. They use the following weapons.
Sword and flail: 5%
Sword and spear: 10%
Axe and spear: 10%
Axe and polearm: 10%
Axe and crossbow: 10%
Axe and bow: 10%
Sword and battleaxe: 5%
Spear: 10%
Axe: 10%
Polearm: 20%
Although the idea of people using an axe and a bow intrigues me... it sounds like something Fighter from 8-bit theater would use...

Just stumbled on this thread. Nice idea, especially useful for low-level groups. I saved a copy of the file for reference. You might even use it to establish new PCs, who are going against bandits and start their adventuring career this way.
The commoner class could be used as base for the adventuring classes, and the PCs slowly acquire their new abilities (there were rules for starting adventurers in AD&D2, in several publications), but this would be another topic.
