This is one of those mock-up covers using existing artwork as placeholders. She's a baddie from Pathfinder 1, and won't actually be appearing in Pathfinder 7.

She's actaully the main bad guy of "Burnt Offerings." Her red hand is not a graft. It's more of a "work in progress."
