Phylactery of Protection
A repurposed remnant of a failed lich's ascendancy, this potent item harnesses its fading necromantic energy for defense. A phylactery of protection grants its wearer immunity to all death spells, magical death effects, energy drain, and any negative energy effects. Additionally, once per day, the wearer gains +1d8 hit points and +2 to Strength when he kills an opponent.
If worn by an undead creature, that creature does not gain the warding effects of the phylactery; instead, it gains turn resistance +4 and damage resistance 15/-.
Moderate necromancy; CL 10th; Craft Wondrous Item; death ward, death knell; Price 161,000 gp.

The title pretty much says it all: I loved this! I'm always looking for new and interesting takes on existing creatures and ideas, and this is some of the best material I've read in that vein in a long, long time. Good Job Liz, and kudos to everyone else who worked on it. I look forward to reading the rest of the line!
Wow. This product was a lot of fun to read. The author did a bang-up job of bringing these kobolds to life and imbuing them with a fairly believable and coherent society and psychology. There were enough hooks to hang stories and plots on and could easily be adapted to any campaign or setting. The NPCs were fun and interesting. I liked reading their evolving life stories as they progressed in power and level. I really liked the staged development of the NPCs such that they could be used to challenge almost any party of heroes. I also enjoyed the variety of the NPCs presented: the classes were interesting and unusual.
I think the product suffered in the editing. The incorporation of the stat blocks into the text was clunky and disrupted the flow of the prose (delineating the stat blocks from the text would probably have been a better idea). Overall the prose was engaging but could have used some tightening up. I liked the added “options”. For the money spent I got way more than I was expecting. I will definitely purchase future offerings by this author.
The often underrated Kobold is given a huge dose of cookie-infused awesomeness thanks to Liz Courts (aka Lilith). Players everywhere should fear Kobolds more after their GM reads this book.
This PDF is well thought out and crammed with fantastic detail on Kobolds and their society. The four NPCs included are well-constructed and are presented at several levels for scalability. Their lush backstory makes them unique and memorable foes/allies that can be dropped into any campaign with ease. I highly reccomend it!
This book shows what the common kobold can become in the hands of a true DM visionary. Ms. Courts created kobold NPCs that leap off the page and throttle you where you sit, going so far as to scale their descriptions to different stages in life... so that you can engage each of them when their CR would be most appropriate for your adventuring group.
A wealth of new options appear, from new spells, cognizance nodes, unique locations... this book is worth every penny.
Anthony Cournoyer's art is gorgeous, and, as is typical with RDP's products, so is the book's layout thanks, this time, to Robert Stefko's expert eye.

How long do the temp hp and Str bonus last after a living target kills a creature? If you're going by Death Knell, it's 10 minutes per HD of the slain creature, but the preview doesn't explicitly state that.

No, and it's an oversight on my part. I would go with what death knell states in the spell description.
