This supplement for the D&D game provides everything you need to create and

introduces the power of planar touchstones, along with details and advice for
visiting dozens of planar sites.
This book has a lot of fun information on planar races, new weapons, spells, equipment, and monsters. There is a lot that a DM and players can use, and a lot to stimulate the imagination.
The down side is that it doesn't quite do everything that it could, or that it touches on. It doesn't function as a new Manual of the Planes, even though that book is out of print.
It doesn't function as a mini Planescape primer, although it touches on the factions and Sigil.
If you aren't interested in the planes, its not of much use to you, and if you are likely to get frustrated over a little taste of Planescape without an in depth treatment of the setting, it might just bother you more than it intrigues.
