I found this review hard to write as on some levels I loved the book, yet on other aspects I definitely did not.
What the title does well is immerse you in the Forgotten Realms setting and as the previous review says brings you up to speed on the Heralds and a good deal of Cormyrian court politics. The sections developing faith based campaigns and political games were also very strong on content if a bit weak on crunch to back it up.
I found the section on high level challenges to be mostly waffle. This section was one of the main reasons I bought the book and it was weak. A few not very developed adventure ideas, one CR 40 dragon, one statted out CR 14ish adventuring party of generic evil and that was it. The dragon is a waste of space as no one runs CR 40 campaigns and most high level parties wouldnt find the CR14 party (if it was that) a threat.
The book had some weak parts (crunch) and some strong parts (fluff) a good background book, but not one to challenge or really drive a high level game (look for inspiration elsewhere then use this book to fill in flavour).
Not only is the book great for getting some ideas about higher level responsibilities of ruling, leading armies, running temples, and the like, but we finally get some more specifially collected information about the Heralds, and we get a LOT of updates on events that have been hanging in the air in Faerun since the end of 2nd edition products. Overall a great book, but if you expect tons of feats, spells, monsters, and PrCs, this isn't what this one is about.
On the other hand, if you liked Heroes of Battle, this book integrates that into the Forgotten Realms very nicely.
