This is Blue Moon, the new non-collectible card game from Reiner Knizia.

Khind... Although the Khind are no children anymore, they retained a fair amount of their childishness. One may best call them "disrespectful", because the Khind do not take the other peoples serious. In return this may be the reason, for which the Khind are sniggered at from outsiders. And it is true: One Khind on its own is not a very awesome opponent. Therefore, the Khind have combined into gangs: Together they are strong. The Khind rely on their own kind only. Apart from a few whimsical devices, the Khind do not seek technical or external help. Especially boosters that come to the aid of individuals only, are worthless for the Khind - they would cause disarray and mayhem upon the almost perfectly balanced gang system. Beneath the banner of their reckless Captain Pit Pan, the Khind fight one for all and all for one - for a Khinder world. Apart from the the Khind only few do really know, how serious they will strike for their goals: The unlucky that laughed at the Khind - until a whole gang wreaked havoc upon them.
