This is Blue Moon, the new non-collectible card game from Reiner Knizia.

Flit... The Flit are birdlike creatures that look weak but indeed are sly old... birds. They avoid to get in physical contact with their opponents, they are masters of tactical flight and always have loads of surprising stuff to unload upon their enemies. Lead by Falk, the daredevil commander of the Flit brigades, the Flit don't talk much while they fight to found the high empire. They let their aerial assaults do the talking. The actual number of the Flit is small, although this is seldom recognized, least by their unfortunate opponents. Their main attributes are velocity and endurance, so they can fly attack after attack against their enemy, sometimes so cruel and fierce that one might think to fight against a tenfold superiority. Based on physical strength alone, the Flit can hardly compete with any of the other peoples. But this deficit is compensated with their numerous special abilities, their ability to attack again and again, and last but not least their inexhaustible supply of any kind of bombarding material that the Flit use to wreak havoc upon their opponents. Finally the motto of Squadron Leader Squeak stands for all Flit: "Groundlings watch out!"
