Is this mainly a bestiary, or for elemental-summoning PCs to spice up their conjured allies?

It's both!

There are archetypes for druids and witches plus elemental-related feats that allow you to use the new elemental templates with your summons. You also can use spells like planar binding/planar ally to call unique elemental creatures like the ones in the book (or others using the new templates).

Quick question: for the purposes of calculating the damage of a consuming elemental's consuming breath weapon (from the consuming elemental template), is it a physical blast or an energy blast?

I am thinking that it is intended to be the latter, but then I thought of elementals like air, earth, ice, and mud that, thematically, their consuming breath weapons would be more similar to physical blasts so I got a bit confused as to which is correct.

(Although the difference in damage between a physical and an energy blast is minimal with elementals of low HD, the gap does get progressively bigger with more HD.)
