Ideas on How Anti Characters Can be Used in a Campaign

Although this sounds more like something that belongs under Advice, I think this is better here cause it's more of a curious topic.

If there's one type of character I like in various stories (whether it be movies or video games) is what I like to call the anti character-the evil, malicious version of the main hero. Where as the hero seeks out to stop law-breakers and bring peace and justice, anti characters seek to created chaos and destruction-at the very least. At most, the anti character can actively stalk the main character to make sure our hero fails; sometimes, the anti character likes to mess with the very psyche of the hero, killing his/her friends and family just for the sake of attempting to break the protagonist. Sometimes they try to kill the hero on sight, but other times they let our hero live, so that everything the anti character does will bring the protagonist closer and closer to their doom.

Now of course, the best case of an anti hero could be an antipaladin that, while looking like the paladin hero, acts immensely different. But even then, the antipaladin's goals against the paladin can vary-either he seeks to have her head to prove his evil ways are superior, or he slaughters the paladin's companions and loved ones just to emotionally torture her.

But what about characters of other classes/races? How can their anti counterparts be different?
