This is a free preview of d∞ (“d-Infinity”), a new multi-platform gaming supplement that covers a wide variety of rules systems and includes content that can be universally applied to many different sorts of table-top, live-action, and role-playing games. I talked to one of the guys responsible for this out at Origins, and according to him they view it as kind of a replacement for the now-vanished Dungeon magazine.
I don't see that in issue zero, which seems more like an early copy of The Dragon, with information for multiple systems and an included mini-game; have to see what's in later issues to be sure, I guess.
