I think he means This Page...seems to be the same rules, only this page works...

Spoiler:
Kathleen Turner (speaking)
Amy Irving (singing)

The Iconics I use to test run my adventures are (and I know they may not be SRD only, but whatever):
Dwarf Soulknife (multiclass Psion at later levels, he's also missing his left hand...small detail, but essential to his personality.)
Half-Orc Cleric
Human Rogue
Warforged Artificer
Thri-Kreen Bard (plays either a drum and a lute, or a bass and a lute at the same time as he "sings")

I personally can't watch horror movies...I'm easily scared, which is ironic considering the same things that scare me I use in the game, so i've only seen three horror movies to completion, and two of them I'd classify more as comedies:
Scary: Dawn of the Dead (remake)
Funny: Army of Darkness and Jesus Christ: Vampire hunter, which is my personal favorite movie of all time. I mean, Jesus kicks a vampire up a tree! awesome...

Given what I know about Bronze dragons (from the Draconomicon) they are justice-enforcing and inquisitive beings. two ideas immediately spring up from that.
1) he could be part of some larger draconic policing force (I know it's kinda out there, but it's the kind of thing my group enjoys, so I tend to think along those lines) and that location is his watch-post. It could be he's responsible for watching for incoming trouble from the sea.
2) given that he entertains a lot and seems to be part of society, he could simply be there to learn more about humans (and other races).

And my own personal idea is why would he need a reason? They enjoy the seaside and being around lesser races, so he may just be there to enjoy himself. This is most likely the angle I would run. Or possibly he's stuck in human form, and this is his way of making the most of it.

However you run it though, I would be most interested in how he turns out.

You may want to check the DMG, or SRD, for the description, but the last time I checked it said that living creatures can be placed inside (the opening is indeed 2feet by 2feet), but will suffocate in 10 minutes. It says nothing about being able to climb out, nor that the bag refills with air, so I rule that living creatures can't climb out, and that it is a vacuum (easier then tying to calculate remaining air). I also try to discourage it's use as a weapon (think sneaking behind someone and bringing the bag down over their head).

This said, it can indeed be used as a hideout, as long as one member of the party remains outside to pull everyone out after, and that they all don't have to breathe in some way.

As for the Astral plane thing, that is when it's used in conjunction with a portable hole. Put the bag in the hole, they disappear to the astral plane and are destroyed. Put the hole in the bag and a gate opens, drawing everything within a 10ft radius into the astral plane, and the bag and hole are destroyed.
