It is intriguing that you have focused on the inquisitor as a potential problem rather than the NE literal monster race
There are many campaigns and areas (in golarion at least) where a Gnoll simply will not be tolerated with out a lot of extreme bending by you as the GM. For starters the two urban games you mentioned - straight out the window. No one wants to live down the street from a Gnoll known for his poleaxe
What is the thought process behind this character?
So, the character isn't actually a gnoll, but gnoll is the closest in-game race for explanation. The player wanted to be a warhammer Skaven, which I'm willing to work in. The inquisitor is based somewhat on warhammer as well. The idea is that the two had a bit of an altercation, but the skaven does not wish to be part of the tribe anymore and the two are using each other to further their skills in battle.
So, even though the monstrous race is definitely not going to be the best solo operative, they will be accompanied by an inquisitor with pretty high charisma. The buy-in to the campaign not that he had a reason to attend himself, but that the inquisitor did.
There are some back-story elements between the two that made me want a campaign that keeps them, fairly close to somewhere. The campaigns that travel, or rather open with traveling somewhere unexplored or abandoned seem like it would take away from that.
