I think it's a good idea, unfortunately it's only 1/3-1/2 done.
I could see a party fighting the good cause, only too get more and more unpopular for slaying before thinking (especially the fighter), as long as your group is not hack'n'slash. It just doesn't have a clear goal, if they're just going for treasure there's quicker ways, if they're fighting for fair treatment there's no conflict (most PC's can kick the monsterslaying for a moment if there's no danger). The interesting turnout would be a city that support the group, but is in danger because of that trust.
so what's missing
- a real goal
- a way to convince a whole city that they're right
- a way to keep the monsters evil in the shadow/ blaming it on the party.
- a reason why evil monsters wouldn't just hack each other to pieces, but join a common course (see a really good actual goal)
- most likely the monsters can't function together, so the leader needs A LOT more work.

all in all good idea pitch, but a half done org. isn't superstar, it's a GM project i progress.
