Where is he from?/Who is he?
He's a warrior out of Warbane. What he lacked in size and brawn amongst his fellows (due to his semi-elven blood), he more than made up for in sheer ferocity. When a dark look came over his eyes, people would back away in fear, as his dark temper was legendary. He wasn't the archetypal 'barbarian', but a warrior who relied more on cunning, tenacity, and ferocity than simple skill at arms.

Who is his family?
His sister is a skilled trader and diplomat, and the last he heard, she was stationed out of Lanzhu, taking her family with her. As far as he knows, they're alive.

Why was he hexed?
He was hired as protection on an exploration mission into Iridian, seeking the lost treasures of the once-great kingdom. But they didn't count on Larissana, the self-styled 'Blightwitch' infiltrating their expedition. Taking advantage of his youth, she seduced the young warrior, eventually turning him against his companions while they explored some Iridian ruins (the place that she called home). And when the betrayal was complete, she bespelled him to sleep until such time as she decided to use him again (why destroy a useful tool, after all).

Why was she killed?
Fast-forward a little over a century. Larissana, in her quest for power, has gathered an army to crush the nearby kindgoms, and further secure her power-base. The Blackhawks, a mercenary company based out of Stormfare, finally figure out away to bypass her massed forces, and strike her down before she begins her assault - ending the threat before war breaks out. As they traversed her lair, they found an older half-elven warrior slumbering peacefully. When he would not wake, they knew he had been hexed by the witch. In a mighty battle, the Blackhawks slew her, and he awoke. The Blackhawks took him back to Stormfare, and from there he made his way back to Warbane.

Will more witches come for him?
Perhaps, if Larissana was part of a coven. What he doesn't know is that he has a daughter by the witch - a woman who may very well come looking for her father, and who may or may not share her mother's powers...

What's his first priority?
Finding his family (thus giving him a reason to be in the campaign region), and seeking a way to rub the shame from his soul...

More of the same:

The idea is for an arcane spellcaster. Most likely a Sorcerer (probably a Dragon Disciple - I've never gotten to play one!), who, for a reason I haven't gotten around to yet, got slapped with the Eternal Slumber hex that high level Witches can get. Twenty or Thirty-odd years on, She's killed. Either by a rival witch, or perhaps an adventuring group, breaking the spell binding him in endless slumber.

There's just one problem - he's now a lot older. Fortunately for him, the power in his blood has slowly increased over time, resulting in his current level of power (ie. He wasn't level six when he fell asleep).

So now we have a fish out of water, because pretty much everyone and everything he knew is history. The world has moved on without him...

Alternatively, this concept could be used in a way that means the character hasn't aged at all (or at least very little), so then anyone they knew before who is still kicking around is now really old - while he's still young...

It's pretty rough as far as ideas go at the moment, but I thought I'd throw this down to see the interest-level.
