About I_Use_Ref_Discretion
I do not ref by "DM Fiat".
The word fiat implies arbitrary, spontaneous, and generally misguided pronouncements uttered by someone appointed to a position of authority - where his only basis for his ruling is that he merely holds that position of authority. This is not what a good ref does.
Good refs should base their rulings on *Discretion* - balanced, neutral, labored, judgement based on wisdom, knowledge, and common sense. Opinions should be granted after taking a step back and looking at the big picture - with all angles and ramifications considered before deciding.
DM's who rule by fiat have no place in running games. However, no matter how many times you feel you've been wronged by poor DMing in the past, the institution as a whole should not be discounted.
