There are currently no official methods for adjusting encounters, whether it's by adding extra foes or bumping up people's stats out of thin air. Until such time as rules are put in place to do so*, GMs are expected to continue running adventures as written. If that means that coordinators need to run more tables of fewer players in order to maintain a particular level of difficulty in a scenario, then that falls to those coordinators and the GMs who feel the need to make things harder.

There is no item creation allowed in PFS, so you can't take banded mail of luck out of the Core Rulebook and have it crafted out of mithril. The exception is adding a quality such as energy resistance or fortification to an existing set of armor. But the 'named' armors you may only purchase as-is. If a named armor doesn't start off created from special materials then there's no changing them to include mithril, adamantine, etc.

We don't necessarily like the rule, but that's what is being enforced currently.

One thing I keep seeing every few months (and just yesterday most recently) is that apparently some GMs just can't understand that Dragonhide armor isn't totally verbotten, just not on the Always Available list. Even going so far as to say "It doesn't matter if the Campaign Manager 'clarifies' that, I won't let you have it" in the most recent thread.

....so, yeah. This needs to be singled out, since apparently nothing short of explicitly spelling it out will get through to some people.

My understanding from the seminar was that the Shadow Lodge would fit in as a viable faction by... (and I'll spoiler this in case anyone is still working through the metaplot involving the Shadow Lodge)

Following the meta story conclusion for season 2, the shadow lodge would function much like a union for pathfinders, championing those field agents that it believes are being abused by the society. The patron of the shadow lodge was one such person, and focuses his energy on missions of that nature. For example, say a pathfinder died in the line of duty and was left behind because it was too dangerous to recover the remains at the time; a faction mission might be to recover something to allow him to be raised, or something that gives the location of the remains so a mission can be launched to recover them.
