I had this as a loose concept, that I'm still working on, but so far I like where it's going.

Nilah Gale
Female Advanced Medusa (Medium Monstrous Humanoid, cold subtype) Barbarian 2 Ex-Monk 4

Description: The first thing and adventurer sees when looking into Nilah’s eyes are the piercing sea of blue. By then it’s usually too late to look away.
While she is not bothered by the cold in the slightest, Nilah hides her perfectly sculpted body behind layers of animal furs and a dingy hooded cloak in hopes to throw off adventurers that she is more than what she truly is. Nilah’s serpentine ‘hair’ is tied back to disguise her true nature whenever possible, and the scales on them are dark black and brown giving her an appearance of wearing dreadlocks.

Motivations/Goals: Nilah was cursed by a jealous lover decades ago after he discovered her with another man. He wielded great arcane powers and used them to twist her mind and soul into the body she now wears. Nilah is relentless in her pursuit into tracking down the man that cursed her and gaining her vengeance, along the way doing whatever is needed to sate her blood lust.
She has spent years researching ways to break her curse, but without any kind of magical aptitude herself she has gained no progress.

Hook: Not only a battle against an enemy, but man vrs. nature.

A remote city on the northern edge of the world stops sending communications and trade caravans south to its neighboring towns and cities. When adventurers are finally sent to look into this disturbance they discover it empty, unless you count the numerous ice sculptures of people left all over town.
A group of rangers return to the city to stock up on supplies confronts the PCs about the towns condition, but quickly drop their accusations when they realize some of the tracks they followed back to town were in fact the parties and they couldn’t of been here when whatever happened to the city transpired.

It is when the rangers start identifying the ice sculptures as townsfolk that they realize they way over their heads and try to enlist the PCs help finding out what is going on.

Cloak of the Winter Walker

Aura faint enchantment and abjuration; CL 3rd
Slot shoulders; Price 16,000 gp; Weight 1 lb.

DESCRIPTION
Quite often seen on the shoulders of the raiding Viking tribes of the Linnorn Kings, these cloaks inspire as much fear as they do respect. These cloaks are often the difference between a frozen corpse and a warm adventurer.

This white fur cloak is made from the hides of winter wolves. The hood is fashioned from the beasts head and jaw, with the eyes removed and then replaced with a pair of topaz gemstones. When worn the cloak provides the endure elements effect versus cold.

However, when pulling the hood of the wolf headed cloak over the users own face, additional benefits are granted. When donning the cloak in this fashion the topaz colored eyes glow with a piercing blue light, and she is granted the supernatural ability to see though the fiercest winter storms as if it were a clear day. The wearer of this cloak also benefits from the icewalking(ex) ability, similar to that used by white dragons.

"I don't anticipate that someone wants to destroy Waterlog; it does not seem to be the most valuable territory in the region. If it were there would already have been a settlement here before you founded this one. I only asked because I am trying to get a feel for the area and how things are here."

Gunny: "Ah. There wasn't anyone here before myself. We only just started to get wagons here and trade deals worked out. Most people haven't even heard of us yet."


Gunny: "Let me take my leave then, if you have any other questions ask Boombada here he knows just about everyone too."

And with that Gunny trots off. If you wish to retroactively ask questions please do they will be answered before he left (time zones/work etc, I understand people cant always be there to post when I'm chatting. :)

Gunny:"Ha! Exactly! That really was part of my plan, see enemies want what they cant have so they try to take it. I give it to them, usually free. Any enemies we may have had are guests now. How does the saying go? 'Give them the lamp free, and they'll come to you for oil.' something like that."

There are layers of spells, all permanent effects, that you can detect. They seem to be augmented to affect all in the city.
  • Augmented "Sanctuary"
  • Augmented "Comprehend Languages"
  • Permanent "Alarm"
  • Gunny: "We have no enemies right now to speak off. We are considered neutral ground by most. We allow all to come here freely for trade, shelter, food, rest, or healing. We have a militia or sorts yes, and the Warforge guards employed. It's not ideal, but for such an out of place area no one is really in a position to justify training, feeding, and housing an army."

    Gunny: "I'll ask him to give you a tour later if you like. He'll want to supervise and talk, and talk, and talk some more. But, ya, I'll ask him for ya."

    Gunny: "I'll leave you for now in Boombada's able hands." with that the dark skin man crosses his arms and puffs his chest out.

    Boombada: ""Your lordship is wise. I will see to their needs as if they were my own."

    Gunny motions for you to follow him through the east gate. There is a subtle sensation that you are stepping through a thin membrane made of magic.

    You can see Humans, Elves, Dwarves, and the occasional halfling, as well as a few more exotic races all mingling about. Catfolk walk the streets looking for deals on fresh fish, humans haggle with Dwarves on the pricing of hops. Lizardmen can be seen fishing off the docks, diving and catching them in their teeth instead of using poles and hooks. A Drow can be seen in what looks like a seamstress shop fitting a young Catfolk girl in a new dress to your left, while an Ogre demonstrates his scrimshaw carvings on a cart to your right.

    Gunny: "As you can see, we are quite the diverse town. We're kinda a misfit town, as I said earlier we offer sanctuary and expect everyone to behave in town. We have guards that keep the peace you'll probably see a patrol or two walking around. Gotta love those Warforged, never sleep never
    tire. Quite dedicated to their jobs too. A bit stiff but hey, they're learning to loosen up slowly."

    Gunny starts to point out buildings of interest as he leads you to the center of town where the Inn is located.

    Gunny: "That building there is the Grog Hall, a popular drinking establishment. Rock Knuckle a Dwarf friend of mine runs games and tournaments there sometimes."

    Gunny: "Over there." pointing to a smaller building with rows of hide drying in the sun. "Is the armor smithy, fully tooled to repair any armor you may have but only selling leathers at the moment, metal is in large demand right now."

    Gunny's gaze passes to a white painted building and he pauses, hands on his hips.

    Gunny: "That is the triage station. You'd be surprised how well a lizardman knows human anatomy."

    He then points odd an oddly shaped building, it's mostly made of metal, which seems out of place to the rest of town where 90% of the buildings are wood. The almost circular building as all kinds of odd shapes jutting out at odd angles and pipes running up and down the structure. A light smoke is seen escaping from vents in the upper levels, and this seems to be the source of the sweet maple smell in the air.

    Gunny: "Now this is one of our unique treasures. I asked our engineer to get us running water to every building in town as a dare and the guy actually did it. Every building in town has running water, you wouldn't believe what a boon it's been. Water is pumped up from the river, heated here and stored in large tanks, then at a turn of a handle in your home we deliver water. It's quite slick."

    Gunny: "Rumsfeld the engineer however has declared inside off limits however, after a little accident with a group of Dwarves trying to 'spike the punch' as they said." He gets a little testy when people tamper with the equipment."

    Gunny: "Rumsfled also helped design a locking system that we have at each end of where the river meets the town, it allows us to catch logs sent down stream from the river or to block access to the port from the ocean side. And off in the distance there you can see the mill works, it runs via power from the water fall, turning a great water wheel. You gotta be careful there if you visit, we don't want to use the sick house if we don't have to trying to put limbs back on."

    Gunny: "But here is the Inn." There is a big sign on the front carved from wood that reads: The Right Angle.

    Gunny: "As I mentioned theres no cost to stay at all, all the rooms are the same size, and we also got running water in each room too. Theres really no catch, other than we are trying to attract visitors and patrons."

    Gunny hops inside and rings a bell to summon the desk clerk. A dark skinned man who greets the newcomers as Boombadda welcomes you all.

    [Accented Common] Boombadda: "Are any of you, in need of special services? We have escorts available at hourly, daily, or weekly needs, and pride ourselves for having the most diverse staff able to meet almost any need you have."

    "The rooms themselves are free of charge, but meals do cost a bit of chink. (coin) We also have runners that go to the various eateries it town if your palette is acute."

    Gunny: "She might come around someday, I just hope I'm around when she does. We could sure use a metal mine close by, or some way to get a better supply down here."


    Gunny: "Frostbite is a Winter Wolf, they can speak in the tongue Giant. He likes you too, that's a big compliment from him." Looking up at the half-Orc.

    "Why don't I show you guys around now? Don't mind the tingling sensation why you cross the gate, it's harmless, and I get to see if your smart enough to know what it is."

    Caith thinks to himself, I wonder what be goin' on here. 'Tis nae normal town, that be fer sure.

    Gunny: "Prepare your ears then for Rumsfeld, our Engineer, can talk your ears right off. If he gets started feel free to cut him off, he doesn't find it rude. But wait until you see what he has cooking."


    He seems to notice you and smiles in your direction.

    "The Golden rule has gotten us pretty far Mr. Alvertus, but it isn't for everyone sure. I can give you that, we only ask that you start no trouble thats all. We all get along here in town so far, which is rare considering our residents really."

    "The inn welcomes any guests and rooms are free, services cost a bit 'o coin, but I'm sure those I can pull a string or two if needed."

That took a few months of bribes and promises to establish. She's testy for sure, but I think she took a shine to me. Though she did kill me once. Water under the town though. We're on speaking terms again."

    "We have the usual town amenities, inn, feast hall, general shop, and a curious item shop. The later being not very well stocked at the moment as our Wizard had a run in with, well what he said was a ghost, but I think he just tripped and hit his head."

    "We also have a hospital, which thankfully is not seeing much use. But staffed by some Hospitaleers and clerics."


    To Caith and the group:
    Gripping your hand with both of his smaller ones he says.

    Gunny: "Hello Caith, nice to meet ya! I told our engineer we could use a Dwarf on a few projects we're working on. How are you with stone and metal working? Ah never mind, I'll bug ya later on that."

    "As I mentioned, Not laws per say, we have no ruling King here. So there are no laws set down."

    "However, we welcome any that seek sanctuary, and have a few magical fail safes that mostly stop any violence. Mostly. Waterlog is Neutral grounds, we don't want bloodshed of any kind, and our residents respect that. We are known for being fair and just too. We like to err on the side of trust earned if you get my drift. So far it's working for us. We'd like to continue with this so please no assuming our residents are here for harm."

    "Let me forewarn ya. We got a few residents that are citizens that are, not usually tolerated in other parts of the land. Among them a Gnoll named Felpaw..."

    he pauses in thought.

    "...a few pixies, pranksters all of them but harmless, a Lizardman, a Drow-two actually, my Winter Wolf there."

    The wolf growls in your direction, icy mist escaping through his maw and nostrils.

    "Stop that Frostbite." Gunny commands. The massive wolf lays down and keeps an ice blue eye on the newcomers, but seems fairly rebuked.

    "A few Catfolk have come into town from the jungles, long trip to get here too I bet. I'm trying to get a few of them to stay longer and teach me some of that jungle fighting they do. He performs a few thrust punches and kicks. They do it better than me. It really is spectacular though."

    "I can show you around if you want to come in, we got a lot of neat-o projects going on."

    Gunny gives the second knight a firm handshake.

    Gunny: "You might like it here then Sir Aubec, we don't get a lot of adventurers these days, but Charles' plans may change that. Your the first group enticed to see us in awhile."

    "I'd be happy to show you around our town, and go over a few particulars, more rules than laws really. Charles' ship is overdue actually we got a watchman keeping an eye out for his vessel but it's not here at the moment."
