Fey Bloodline
Laughing Touch (Sp): At 1st level, you can cause a creature
to burst out laughing for 1 round as a melee touch attack.
A laughing creature can only take a move action but can
defend itself normally. Once a creature has been affected
by laughing touch, it is immune to its effects for 24 hours.
You can use this ability once a day.

Spellschool Abilities:
Conjuration
Summoner’s Charm (Su): Whenever you cast a conjuration
(summoning) spell, increase the duration by a number of
rounds equal to 1/2 your wizard level (minimum 1). This
increase is not doubled by Extend Spell. At 20th level,
you can change the duration of all summon monster spells
to permanent. You can have no more than one summon
monster spell made permanent in this way at one time. If
you designate another summon monster spell as permanent,
the previous spell immediately ends.

Acid Dart (Sp): As a standard action you can unleash
an acid dart targeting any foe within 30 feet as a
ranged touch attack. The acid dart deals 1d6 points of
acid damage + 1 for every two wizard levels you possess.
You can use this ability a number of times per day equal
to 3 + your Intelligence modifier (8). This attack ignores
spell resistance.

Dimensional Steps (Sp): At 8th level, you can use this
ability to teleport up to 30 feet per wizard level per day as a
standard action. This teleportation must be used in 5-foot
increments and such movement does not provoke an attack
of opportunity. You can bring other willing creatures with
you, but you must expend an equal amount of distance for
each additional creature brought with you.

Background:
Cebrë is a half-elf who grew up among the wild elves in the Witchwood. Her birth was a result of a tryst between her mother, an elven maiden and her father, a human from the south who apparently was some sort of wizard with a strong interest in fey creatures.

Cebrë took a keen interest in the world beyond the witchwood early in life and would often be found wandering in search of who knows what. Sometimes Cebrë would be found entertaining strangers with magic, music and humor along the south road – this of course was peculiar behavior that emphasized to the elves that she was an odd mix of the races. Her particular enjoyment of gnomish culture and people was noted as very strange. She also seemed to hold a sort of obsession with fairies and believed as a child she was half-fairy. Indeed, such a rumor was spread among the children of Witchwood for some years.

Cebrë's insatiable curiosity for the world around her has separated her from her childhood surroundings (in fact, she was never much attached) and has lead her into the surrounding towns.
