NOTABLE NPC's OF R.H.C. FLINT BRANCH (2 Chief Inspectors, 15 Constables)

The Chief Inspectors:
* Chief Inspectress (Lady) Margaret Saxby, Human Female (Fighter-free hand fighter/Rogue-investigator/Duelist; Yerasol Veteran): A former superstar investigator who cracked many famous cases in her time, Saxby was promoted to the rank of Chief Inspector and transferred to take over Flint operations a decade ago as its Director. Lady Saxby was a darling of the public when she married a much younger veteran knighted during the Fourth Yerasol War. People say the marriage was meant simply to improve her standing, and Lady Saxby’s fierce emphasis that she be the face of the RHC is well known among constables. She often views associate constables with disdain until they have proven themselves after a few years.
* Assistant Chief Inspector Stover Delft, Human Male (Investigator): A local Flinter in his early 40s, Delft is your direct superior. Generally good-natured to his subordinates, he has a penchant for grousing about people behind their backs. A much better manager than investigator, Delft has advanced this far in the Constabulary by finding good agents, supporting them on difficult missions, and sharing the accolades from their successes. Delft chews tobacco, and thinks he looks charming if he grins while sucking on tobacco juices. He walks with a cane because a mimic tore a chunk out of his leg fifteen years ago. He has a habit of poking inanimate objects with the cane before he gets too close to them, and spitting on them when he wants to be extra sure.

The Constables:
* Senior Constable Carlao Ven, Human Male (Cavalier; Yerasol Veteran): A noted Yerasol veteran of the Fourth Yerasol War who proudly displays his martial splendor, even going so far as to wear his elaborate enchanted full plate armor in the city. Carlao is charismatic, confident and unafraid to order the other constables around when he can, believing it to be a mark of leadership. Though Carlao is clearly not the brightest investigator or infiltrator of the branch (except perhaps to himself), he is Saxby’s trusted aide and something of a director’s pet, getting many of the choice assignments due to his political connections. It is not uncommon that Carlao Ven gives prepared statements to the press when Saxby cannot do so. It is also rumored he is in line for Assistant Chief at one of the R.H.C. branches in the next few years. Carlao often says everything in a profound way, as if being overheard for print or giving a speech.
* Senior Constable Serena Taflis, Human Female (Slayer; Technologist): An accomplished agent and hunter of Risur’s enemies, one would not know Serena’s lethality by her demeanor. A technologist who often tinkers simulacrums and gadgets useful for spying and “wet works,” Serena is surprisingly cheery, seeing all female constables as her sisters-in-arms. She is especially fond of Kaea and draws her out to engage with others socially. It was rumored she and Carlao once had a dalliance while on mission, but if so neither one speaks about it.
* Senior Constable Dima Sorginson, Dwarven Male (Warpriest-disenchanter): A dwarven priest of the ancestral dwarven pantheon, Dima was raised in Risur and is as Risuri as any of his comrades, having served in the Fourth Yerasol War faithfully. He has a penchant for paperwork and finds its precise and proper completion strangely fulfilling to the cases he works – that includes badgering the newer constables to do the same. He is friends to Carlao (evidently having served with him in the war) but is closest to Gaethan. Unlike many of his race he does not adhere to philosophies of Heid Eschatol, and rails against any notion of dark magic being necessary to hold back abominations of the Malice Lands.
* Senior Constable Kaea Than’dil, Wood Elven Female (Wizard-evoker; Skyseer): An elven (not eladrin) wizard originally from the Bole area, Kaea earned her reputation for excellence in an undercover operation to root out a Vekeshi murderer in the Cloudwood. Unfortunately this earned Kaea wide distrust from the fey and the Old Faith druids, as she posed as a skyseer to do so. Kaea does in fact have some skyseer talents, so the estrangement has affected her with melancholy – this makes her difficult to engage with in idle conversation. Fortunately Serena keeps her spirits up as best as she can, and Kaea enjoys speaking her native tongue in conversation with Jaevin and Gaethan. She is terrified of oceans and vast expanses of water.
* Constable Wilhelm Coin, Halfling Male (Gunslinger-pistolero; Gunsmith): Wilhelm is the sole halfling of the Flint R.H.C., making him something of an oddity in constabulary circles. His bravado is only matched by his temper, which holds him back in the eyes of Saxby. Being a crack shot with two pistols and proven in a firefight is his finest quality. Wilhelm has connections in the rough and seamy side of the Dockers in its illegal brawling and fighting matches, not to mention a source of information from fellow halflings throughout Flint. Wilhelm makes lots of idle threats but will back down if challenged (much of the time), and hates politeness as he views it to be disingenuous – he has been known to tell people the “real” reason they do things. He is friends with Jaevin and at least somewhat friendly with Devinn and Alastair, but fairly inhospitable to everyone else.
* Constable Talyssa Dane, Human Female (Wizard-metal; Technologist): Talyssa is one of the “four-nine-eights” of R.H.C. Flint – one of three most recent constable inductees aside from the PC’s themselves. Similar to Bridget, Talyssa is intellectually gifted, meticulous and socially awkward – she has a habit of making strange observations and comments about things that are implied or that are better left unsaid. She often dresses in workman’s clothes and goggles and is generally unconcerned about her appearance. Unlike Bridget she is a technologist and often fidgets with gadgets and devices, even while others are talking. Talyssa is fond of coffee and a frequenter of the best coffee houses in Central or Bosum Strand. She has a “pet” clockwork Beran raptor named Skimmer. Serena keeps an eye on her and the pair often discuss aspects of clockwork constructs, and is friendly with Alastair and Devinn who look out for her. Known to be a family friend of Quartermaster Babcock.
* Constable Alastair Rayne, Human Male (Brawler; Martial Scientist): Another of the “four-nine-eights,” Alastair is a Yerasol War veteran from the army, but does not come across as military at all – he has the practiced discipline of a martial scientist and actually enjoys practicing maneuvers with Durbul or Johanna during downtime between assignments. A physical athletic man, Alastair is friendly, mild-mannered and easy-going – something not typical for a martial war veteran. Though still in his twenties he bears grey and white streaks in his hair, though he never truly answers how that happened. Alastair is perhaps the most balanced constable of the “four-nine-eights” in terms of investigative and martial skills, though he does not prefer to lead on mission. He is friends with Talyssa and Devinn, keeping the latter constable out of trouble as best he can. Alastair is also one of the few that is friendly with Wilhelm and can tolerate his behavior.
* Constable Devinn LeMont, Human Male (Bard-sandman; Docker): The third of the “four-nine-eights” active in R.H.C. Flint, Devinn is a Docker and performer, fancying himself as a “master” of information gathering and disguise (and is fairly good at it but not nearly as skilled as Anderson or Makala) with personas for every district. He is unorthodox, womanizing, charming when he wants to be but mostly sarcastic and mocking of others, and generally thinks the R.H.C. is there to satisfy his interests. He has a habit of giving unwanted nicknames to others and getting them to stick. It is said he is terrified of oceans, having that in common with Kaea. Having influence in the Dockers, Devinn is well-versed in many of the popular drinking establishments of the city, both formal and underground. He is a fan of Rock Rackus and his mockery of the government, something he and Jaevin ("Crown", “Janks”) share and like to discuss. He is friends with Talyssa (“Jet”) and Alastair (“Easy”), whom he came into the R.H.C. with.

Formal Teams:
* The ”Dauntless” Team: A newly formed four-constable team in Flint Branch, the first formal team there under Inspectress Saxby's direct oversight. It is led by Carlao Ven and comprised also of Serena Taflis, Dima Sorginson and Kaea Than'dil.

Noted Support Members:
* Quartermaster Ethan Babcock, Human Male: The Quartermaster of R.H.C. in Flint, responsible for all provisioning and requisitions of the constables, having one Assistant and several clerks under his department. Retired from active constable status ten years ago, Ethan was one of the original constables in its founding thirty years ago. Stern but fair, little escapes his notice on what the constables have checked in and out of HQ. Is often seen with his notebook in hand jotting some figure or tally down.
* Assistant Quartermaster Nestor Zinjo, Goblin Male: The Quartermaster’s most trusted and capable assistant, and often takes the later shifts at HQ. Very stern and precise in his dealings with the constables – unlike the Quartermaster he seems to keep all tallies and requisitions in his near-perfect memory. Has a penchant to cause “paperwork” grief to those who dare mock him or try to circumvent protocols, and is rumored to be extremely stealthy in “following up” on those that have overdue equipment.
* Researcher Effram Mifrain, Human Male: One of the main researchers and dweomercraftsmen of R.H.C. assigned to the newer constables, helping to divine and identify recovered items by the constables. A wizard by trade, Effram is not a field operative but works closely with the constables when called upon – typically during daylight hours. Orderly with a dry humor and not very expressive verbally, his face reveals much about what he is thinking. An unlikely friend of Devinn, the pair having gone to school together.
* Researcher William Stock, Human Male: Another of the researchers assigned to the newer constables for support, William’s specialty as a dweomercrafter and researcher is clearly disappointing to him, as he failed to make the “cut” of the four-nine-eights and was relegated to R&D. He seems to be particularly critical of Talyssa Dane, whom it is rumored he disparages as cheating him of his rightful spot as constable. Given his abrasive personality he often pulls the night shift.
* Head Instructor Landon Howison (investigations), Human Male: The head instructor of Flint R.H.C., responsible for evaluation of “interns” and issuance of examinations that will determine if someone is eligible for constable status. Specializes in the protocols and rules regarding investigations and jurisdiction in his own courses. Rumored to be foolproof to any lies or misdirections told to him directly, and has a patient but unsettling gaze.
* Instructor Johanna Durrance (weapons), Human Female (Swashbuckler): One of two martial instructors retained by R.H.C., though Johanna has passed all examinations as a constable would have. Johanna is no-nonsense and intense, seeing her instruction as essential to keeping new constables alive in a dangerous world. She was a Yerasol Veteran, and like so many of her ilk she does not care to recount what she did during the last war. Rumor has it that Johanna killed a Slate nobleman in a duel shortly after the war. Her favored weapon is the rapier, though she is deadly with sabre and shortspear alike. She disdains firearms, though grudgingly includes that in her courses.
* Instructor Durbul Lescane (hand-to-hand), Orc Male (Brawler): A second-generation Risuri orc (his family opposing Le Roye Bruse in the unification of Ber) and the second of the martial instructors, the imposing and intimidating Durbul is unrelenting in his harassment of new arrivals until they prove themselves to him. He does not shout or lose his temper easily, using actions instead of words for the most part – he carries a shortstaff around to “correct” bad forms and improve posture in stances. For constables those that show aptitude and true desire, he gives them grudging respect and encourages them to undergo “advanced” training with him directly on select evenings.
* Instructor Indigo Daybee (calisthenics), Gnome Male (Wizard): The diminutive Daybee is an energetic and positively excitable fellow, encouraging with his “students” and always looking to praise their efforts. That being said, his inventive obstacle courses and unorthodox physical training regimens are some of the most difficult around – those with military backgrounds joke that Daybee’s courses are far worse than any Battalion camps. He delights in designing new challenges, working well into the night and interns finding the training grounds completely redesigned from one day to the next. Indigo has a wife that is a confectionary artist, and often “rewards” his students with special indigo-colored rock candies that are very tasty.
* Instructor Nya Lockley (linguistics), Human Female: Nya is the retained linguistics instructor for R.H.C., lured to full-time status from Pardwight University. Nya is said to be fluent in over a dozen languages and dialects of Lanjyr. While all interns are required to pass exams on a rudimentary knowledge of national dialects and basic languages phrases, the majority of her time is spent with established constables in preparation for missions abroad. Many constables may find her instruction distracting, as she is utterly gorgeous as well as intelligent, but seemingly without time for suitors or social dalliances – rumor has it that Carlao, Anderson and Josiah have all tried and failed to woo her.
* Meg Swinson, Human Female: Meg is one of the matronly cooks of the Flint R.H.C. dining hall, serving up meals to the one-hundred or so constables and support staff at the compound. She has a pronounced lower-class Flint accent. Meg is also the unofficial hub of rumor-mongering and gossip of R.H.C. Flint, getting the “inside news” on the goings-on between the constables and staff, including juicy tidbits of rivalries and dalliances that may occur. Meg would deny this of course if confronted directly, but is a useful source for this kind of information to those that want to know – her price of course is juicy information in return.
* Fin Wraggle, Human Male: Fin is a janitor of the R.H.C. HQ building, a big man but kindly and quiet. Fin does his job well and truly desires to help Risur as best as he knows how…which is to keep the place clean and well stocked for the constables and inspectors during daylight hours. It is said he supports several younger brothers and sisters in the Parity Lake district (both parents having died years prior), for he could not afford accommodations elsewhere. Fin has a slight stutter but his speech has improved due to charity from Nya Lockley, giving him speech lessons for free during his off-hours. Meg is known to keep extra food from the day’s meals aside for him to take home when his shift is done.
* Junior Researcher Trellen, Human Male: A young man of eagerness and aptitude, who also happens to have the bleaksight upon occasion. Intrigued with history and assigned as a researcher to manuscripts and historical documents. Has trained with Jesselle Wesmere upon occasion to control his “gift” in Flint.
* Driver Mavery, Human Male: A senior driver of the R.H.C. carriages and longtime Flint native. Knows the city streets in expert fashion, formerly a private driver of rich North Shore patrons and Central barristers. Prim and professional, he drives mostly in the daytime hours.
* Driver Sully, Human Male: A senior driver of the R.H.C. carriages, retired from Army service (logistics division) due to age but still active and eager to serve. Pleasant and lively, a daytime hour driver and one of the most experienced in rougher roads and rural trails, as well as turnpike travel.
* Driver Adison, Human Male: A younger driver of the R.H.C. carriages, formerly in the Army until a leg wound forced him out of combat service. Drives mostly in the evening hours.

Other Notables Directly Associated With Flint Branch:
* Captain Brin Umurn, Half-Orc Female (Fighter): Brin is the Captain-of-the-Guard of Flint R.H.C., leading a half-company of the Risuri Army that are permanently detached to guard duty of its headquarters and compound grounds. While her commanding officer would be Colonel Greg Masterson of Flint’s land forces, she also reports to Lady Inspectress Saxby directly for all matters concerning R.H.C. security and force protection. Attractive and athletic, Brin is rumored to have an off-and-on relationship with Durbul Lescane, though she is aware of this rumor and discounts it hotly as discrimination (that she would or could only court with an orc because of her own heritage).
* Lieutenant Cason Dale, Human Male (Fighter): Cason is considered the “nightwatch” officer in charge of Flint R.H.C. security, as Captain Umurn handles the day shift. He is humorless and has little tolerance for disorder from his men on the nightwatch, seeing it as his duty to “shape them up and turn them into something” for few men willingly volunteer for duty at night. Cason has a severe scar on his face and rumor has it that he received it from Johanna Durrance for a slight one day, though Cason denies this and maintains he received it at Battalion Academy during training maneuvers.
* Sergeant Hunley Stiverson, Human Male (Warrior): The good sergeant often is the one constables see at the R.H.C. exterior gates in the mornings, overseeing the admittance of men and women into the compound. He has a rural accent but seemingly knows all constables by name and helps to usher them through so they do not have to wait.
* Captain Rutger Smith, Human Male (Warrior/Expert): Captain of the fast clipper R.N.S. Impossible, Rutger Smith is Risuri Navy but on permanent detachment to the R.H.S. private docks; formally he reports to Rear Admiral Morris Dawkins but has a direct report to Lady Inspectress Saxby for when and where he puts out to sea. He has been derided by other Risuri naval officers for his lack of combat experience in the Fourth Yerasol War as well as his politics – he is an avid proponent of the Philosophy of William Miller and unafraid to debate others on the topic. Morale amongst his own crew is high, but Risuri sailors see a transfer to his ship to be a demotion of sorts. In addition to captaining his own ship, Rutger Smith sets up sailor crew rosters and performs inspections for the other four R.H.C. vessels.
* Sub-Lieutenant Ian Smithe, Human Male (Swashbuckler-Picaroon; Gunsmith): Sub-Lieutenant Ian Smite is one of the few Risuri officers who volunteered to serve under Captain Rutger Smith, which most view as a career death sentence. Regardless, Ian is an able captain and engineer of the smaller R.H.C. vessels, helping to run inspections and able to take any of them out for a constable mission as required by the inspectors or constables. He favors the two steam-powered vessels that are available, due to his engineering expertise.

NOTABLE NPC's OF R.H.C. SLATE BRANCH (2 Directors, 3 Chief Inspectors, 3 Special Inspectors, 12 Constables)

The Directors and Chief Inspectors:
* Director (Viscount) Inspector Nigel Price-Hill, Human Male: A commander of the Fourth Yerasol War, Nigel Price-Hill has been Director of R.H.C. for many years now, having solidified his position for King Aodhan after uncovering and capturing a group of Drakran necromancers attempting to animate undead dragons in the Anthras Mountains. He has been known to openly favor constables in Slate that have military experience, particularly those who fought in the war and have prestige as a Yerasol veteran. Slate constables tend to be some of the highest decorated and prominent members of R.H.C., performing the highest-profile missions abroad and at home – including personal bodyguard detail for King Aodhan and Minister Lee. A scrupulous and methodical administrator who will not overlook even minor infractions by his agents, Nigel Price-Hill has been rumored to offer second chances to those that show repentance and remorse for their transgressions – something his war experience taught him.
* Assistant Director Lauryn Cyneburg, Half-elven Female (Sorceress): Though it is rare for the position of Assistant Director to be granted (as it technically ranks above that of the Chief Inspectors), it is certainly deserving of Lauryn Cyneburg. Lauryn is R.H.C.'s Director of Infiltration, specializing in teleportation and divination magic, and is rumored to be able to bring top agents to their missions across Lanjyr. She also directly leads ”The Noses”, a small team devoted to internal audits and investigations of the constables themselves – something she relishes nearly as much as teleportation. Though over seventy years old, Lauryn only betrays her age with the weariness of her eyes. She has travelled, almost literally, everywhere on the continent of Lanjyr. She is said to be humorless, stiff, and lacking respect for anyone, particularly those that take themselves too seriously. To that end Nigel Price-Hill enjoys keeping her around to remind the other constables that they are mortal beings and not untouchable heroes.
* Chief Inspectress Emilia Hart, Human Female (Wizard-abjurer): An accomplished R.H.C. member of middle age, one of the bright young proteges of the original R.H.C. Director at its founding. A scholar of Mitchell in her own right, Emilia developed and enhanced many of the investigative techniques that are used by the Constabulary today. A stickler for procedure, evidence and documentation, Emilia is not fond of those who eschew her methods, chafing against several of the Yerasol "war heroes" that Director Price-Hill has supported over the years. One of the architects of the revised constable evaluation/selection system. Known to be a lover of cats, and has a large cat familiar named Wittlesby.
* Assistant Chief Inspector Kurbar Danst, Human Male (Investigator-sleuth): Kurbar is an experienced constable of several years and something of an expert on various lower-class criminal elements in both Slate and Flint. As such, he often gains domestic assignments that helps the R.H.C. to keep a reign on criminal organizations. He has an eye for talent and was one of the better mentors of apprenticed constables prior to 498 A.O.V., when the evaluation and selection process was changed. Kurbar was wounded in the counter-assault on the rebels trying to take Torfield Palace on the night of 1 Spring, resulting in a shattered right arm. He is currently trying to rehabilitate his injury while still providing service to the R.H.C. UPDATE: Kurbar was promoted to ACI to fill the domestic affairs post vacated by James Sutton, presiding over the routine day-to-day assignments on the domestic board.
* Assistant Chief Inspector Burton Glix, Goblin Male (Slayer): The former informal second-in-command of Resilience and one of the few Risuri goblins in the R.H.C., Burton is considered one of the deadliest constables and spies currently in service. Surly, ambitious and generally unpleasant to those he does not consider his equal, Burton has struggled to adapt his intellect and organizational talents to achieving an inspector command rank; his one attempt at taking on and training a constable-protege (Willem Muhnee) ended miserably for both of them. Burton Glix is noted for several high-profile mission successes, where his talents at infiltration and creative problem-solving are unparalleled. As a result of one inglorious but successful mission abroad in a city's sewers and fortress lavatories, the senior constable always carries a medallion (crafted by Letmas Lewing) that keeps him clean and fresh-smelling. When Resilience was wiped out in a sea cave accident upon Axis Island on the night of 12 Spring 500 A.O.V., Burton was the team's only survivor - ironically saved by the backup team that included his former protege Willem Muhnee. With a crushed right leg and faced with the loss of his team, it was unknown if Burton Glix would return to active duty in the R.H.C. UPDATE: Burton Glix was promoted to ACI to fill Spencer Hopkins' duties as the new foreign affairs Inspector, working mostly to reconstitute a new team led by Anderson Sperring in light of Resilience's downfall.
* Special-Inspector 'Liam', Half-Elven Male (Inquisitor/Occultist): Said to be the informal leader of the "Noses" of the R.H.C., Liam is a master of disguise, though often with a suave and debonair appeal to him. The alias comes from Liam ap Gwynnearth, the last "Black Knight" of Risur almost a millennia ago.
* Special-Inspectress 'Mab', Half-Elven Female (Witch-deception): The second member of the "Noses" of the R.H.C., Mab is the only female of the team trio, also specializing in disguise and rumored to have turned down a coveted position on Indefatigable to stay in Assistant Director Cyneburg's employ. The alias comes from Dame Mab (and later Queen Mab), the Green Knight of King Torryd and later the Queen-consort to King Lanshear, grandmother of King Boyle.
* Special-Inspector 'Guy', ??? Male (Investigator-infiltrator): The third member of the "Noses" of the R.H.C., said to be the only member of the trio that is not of mixed human-elven parentage. In fact, no one knows what Guy's parentage is, though some rumors suggest it is Danoran...and even Malice-Born at that. The alias of Guy comes from Guy du Pontefract, a Danoran knight before the Yerasol Wars that joined the famed Griffon Riders of Risur in the days of King Boyle and the last war against the Dragon Kings of Ber.

The Constables:
* Constable-Inspector Aurora Tremaine, Human Female (???): The famed co-leader of Indefatigable, the finest elite team assigned to long-term missions abroad for the protection of Risur. Said to have turned down promotions to full inspector no less than three times in order to stay active in the field, and was given a special title by Director Price-Hill to reflect her senior status.
* Constable-Inspector Finlay Harrison, Human Male (???): The other co-leader of Indefatigable, the finest elite team assigned to long-term missions abroad for the protection of Risur. Though not as famed as Aurora, Finlay could have gained full inspector status if he desired to take up an available post, but would not consent to leave Aurora and Indefatigable. It is rumored Finlay and Aurora have a romantic relationship, though this may be simply the gossip of envious constables.
* Senior Constable Jake Hudson, Human Male (???): A member of the elite Indefatigable team, Jake Hudson spends most of his time abroad and undercover. It is expected, however, that when he decides to give up spycraft he will be sought for a command position at one of the branches. Affable and a keen judge of talent, Jake is also resourceful and espouses the principle of making the most with the resources he has available.
* Senior Constable Veranique Walker, Human Female (Cavalier-daring champion): An older constable that is nearing retirement from the Constabulary - she has mentored several prospective constables in her time prior to the changes to its selection process starting in 498 A.O.V. An excellent teacher of investigative process and techniques, Veranique has nevertheless been eclipsed by the likes of Emilia Hart and her proteges over the years. Still, she's a force to be reckoned with, especially remarkable given her 5'1" stature that many underestimate - ten years ago she won the top prize for annual R.H.C. swordsmanship, beating out Spencer Hopkins and many other constables many years her junior. UPDATE: Veranique is expected to retire at the end of 500 A.O.V. or shortly after the Spring peace summit.
* Senior Constable Anderson Sperring, Human Male (Investigator-infiltrator): Originally hailing from the R.H.C. Shale branch, Anderson Sperring is smooth, suave and confident – backed up by a high completion rate on his case missions. Ambition is evident in him. Anderson has an antipathy to tieflings and Danorans in general, and relishes assignments to mark their spies, himself being quite a master of disguise. * Constable Renzo Moreschi, Human Male (cleric-merciful healer): A man of Crissilyiri heritage, Renzo was raised in Risur after his family became refugees from the Yerasol archipelago. A believer of Triegenes and the faith of the Clergy, Renzo nonetheless is a loyal Risuri, citing that without the acts of Risuri Kings the rise of humanity would never have been possible. A graduate of Pardwight University, Renzo is known to be overly wordy and long-winded in his briefings and written statements alike. UPDATE: Transferred to Slate Branch to work with Sperring on his new smaller team, his experience in the field impressing him.
* Constable Bridget Sharpton, Human Female (Alchemist-mindchemist): An intellectually gifted woman from Pardwight University, a tremendous linguist and scholar in her own right, her alchemy skills have come at the expense of physical competence – it is rumored one day Bridget may have to “demote” to R&D because she will not pass her annual exams. She has an irritating habit of always agreeing to others in conversation, but later changing her mind just as easily. She also constantly apologizes as a verbal habit – unless she’s under the influence of one of her cognatogens or mutagens, at which point she seems supremely confident. UPDATE: Transferred to Slate Branch to work with Sperring on his smaller espionage team, her recent experience in the field impressing him.
* Constable Jaevin Darjudin, Half-Elven Male (Bard-detective; Docker): Jaevin is the classic “street” information gatherer of mysteries, having come to the R.H.C. over from the Flint Police ranks. It is rumored Jaevin is writing a fictional account of mysteries and spy stories that he hopes to one day (with consent by R.H.C.) publish. Jaevin has a lucky coin (a gold crown he says came from King Aodhan himself) that he flourishes upon occasion and tosses to make a decision. UPDATE: Transferred to Slate Branch to take on the role of a lead domestic affairs constable, recommended by Inspectors Danst and Hart.
* Constable Francis Kane, Half-Orc Male (Investigator-steel hound; Gunsmith): A promising member of the "four-double-nine" constables, was identified by Director Price-Hill for his keen intellect and sound investigative discipline - transferred to Slate Branch in return for Willem Muhnee to Flint Branch on 2 Spring 500 A.O.V., and currently works as a protege to Jaevin Darjudin in domestic affairs.

Formal Teams:
* The ”Indefatigable” Team: A highly decorated team of constables, the first of two teams allegedly performing the highest priority assignments to protect Risur from its enemies, though largely located abroad. They are the most decorated team in the field at this time, and said to be the most dedicated in terms of time and sacrifice to the Risuri cause. Currently consisting of two “constable-inspectors” and four senior constables of profound skill, power and prestige, they make for a singular “branch in the field”, though answerable to Chief Inspector Spencer Hopkins. Co-led by Aurora Tremaine and Finlay Harrison. It is said they are based full-time in Danor and Drakyr itself. Jake Hudson is one of the four senior constables of this august team.

* The "Sagacious" Team: A newly formed team of a trio of constables, meant to conduct smaller espionage and counter-espionage operations both domestically and abroad, though with full field support capabilities. Led by Anderson Sperring, with Renzo Moreschi and Bridget Sharpton to round out the team.

* ”The Noses of the Constabulary”: Also termed "The Moles" in a more derogatory fashion, this team of three agents each has "Special-Inspector" status and is answerable only to Assistant Director Cyneburg or Director Price-Hill himself. Most of their activities are 'Sealed to the Directorate' itself and delve mostly into internal audits and investigations of the constabulary itself. Formalized out of the collapse of the Risuri Special Service and its revelations of corruption and treason at the end of the Fourth Yerasol War, it is one of the mechanisms Director Price-Hill uses to ensure the spotless integrity of the Royal Homeland Constabulary force. The Noses also engage in some background investigations of prospective constables joining its ranks, though with the institutional changes to its admittance practices since 498 A.O.V., this has become a less critical aspect to the team's endeavors. It is rumored Cyneburg selects half-elves and other non-humans for the team, with their true names and appearances 'Sealed to the Directorate' only. Current members (aliases only) are Liam, Mab and Guy.

Noted Support Members:
* Quartermaster Claudia Richards, Human Female: The Quartermaster of R.H.C. in Slate, responsible for all provisioning and requisitions of the constables. A former soldier and veteran of the Fourth Yerasol War, Claudia is no-nonsense and keeps her office in strong order against the many and varied requests by its ego-filled elite constables of the capital branch. Known for an "incident" several years ago, where she struck an upstart constable with the butt of a pistol in the evidence room when he tried to take it without authorization; the matter went in favor of her and the constable was additionally reprimanded for violating procedure. A favorite of Lauryn Cyneburg, Claudia Richards finds the majority of constables arrogant and needing to be taught a lesson in humility...which she is glad to do on any occasion.

NOTABLE NPC's OF R.H.C. SHALE BRANCH (2 Chief Inspectors, 10 Constables)

The Chief Inspectors:
* Chief Inspector James Sutton, Human Male (Investigator-empiricist): A protege of Emilia Hart and her apprenticed constable when he first joined the R.H.C. during the Fourth War. A former Slate police constable-detective, he quickly rose in the ranks of the R.H.C., espousing the qualities of integrity and procedure that both Director Price-Hill and Inspectress Hart admired. Espousing more humor and liveliness than his mentor, he still is regarded as mostly humorless and droll by most, paling in comparison to the likes of Hopkins and the elite members of the foreign teams. His workload of cases is impressive, favoring quantity over the higher-profile cases with the constables under his direction. It is said however that Slate constables under him have little chance to be "noticed" for elevated assignment until they can leave him, creating intense competition by the constables for choicer assignments. UPDATE: In Spring 500 A.O.V. James was promoted to Shale Branch as Chief Inspector, leading the efforts to reconstitute the fallen branch there from Ethelyn's Rebellion.
* Assistant Chief Inspectress Anya Landreth, Human Female (Cavalier-musketeer/luring cavalier; Yerasol Veteran): One of the “four-nine-eights” from Flint Branch, Anya is a highly regarded Yerasol Veteran of the army. Anya was given fame as a “war hero” that endured capture and torture by the Danorans, freed from captivity in a daring raid shortly before the end of the war. Upon passing examinations and earning her place as an R.H.C. constable, she was transferred to Slate Branch for the “King’s Bodyguards” special team. It is not uncommon for her name and likeness to be referenced in press reports of the King’s public visits in Risur, with her backstory and heroism in the war often touted. UPDATE:After the daring raid at Shale on 4 Spring to rescue captured R.H.C. personnel, Anya was promoted to serve as ACI to the newly promoted CI James Sutton...a visible sign of R.H.C. efforts to restore Shale Branch back to prominence. Given her short tenure and high visibility as a Yerasol war hero, rumors abound that she received the promotion based on politics and publicity, not on merit.

The Constables:
* Senior Constable Basil Dawson, Human Male (Bard-arcane duelist): The enigmatic team leader of Unremitting from Shale Branch. A former agent of the R.S.S. and teammate of Spencer Hopkins during the Fourth War, Basil was one of the few to successfully transfer over to the R.H.C. at the end of the war. Basil Dawson has been said to turn down promotions to Inspector in order to stay active "in the field" with his Unremitting team, fully expecting a Fifth Yerasol War to commence before his retirement. Basil narrowly escaped capture with the fall of Shale Branch on 1 Spring 500 A.O.V. due to the brave sacrifice of two of his teammates, allowing the remaining three to escape to the sewers and provide critical information for the subsequent rescue of surviving Shale Branch personnel on 4-5 Spring.
* Senior Constable Josiah Crux, Human Male (Gunslinger-musket master; Gunsmith): A sniper by trade, Josiah is considered perhaps the finest marksman in the R.H.C. Flint branch – at least with a musket. Handsome and charming but arrogant, Josiah has been known to be promiscuous in his dealings abroad. One joke is that Josiah’s “true love” is his rifle – a Drakran steel enchanted rifle he acquired in Trekhom while on mission, which he refers to as “kissed by the maiden” when used in action. UPDATE: Transferred to Shale Branch after several successful missions there, to reform the counter-espionage presence in the city...as well as to root out any lingering rebel sympathies for the former Duchess. Though not a formal team, he often leads a group consisting of himself, Gaethan, Drake and Arthur.
* Senior Constable Gaethan Blackwater, Half-Elven Male (Ranger-urban ranger; Spirit Medium): A true spirit medium after an encounter near Cauldron Hill three years’ prior, the impact of the spirit world has somewhat addled Gaethan’s mind and leaves him absent-minded – possibly a life of seclusion in the wilds would help him, but he does not want to leave the R.H.C. and continues to serve as best he can. When fully focused Gaethan is a relentless tracker, able to find most R.H.C. suspects that have gone to ground. UPDATE: Transferred to Shale Branch after several successful missions there, to reform the counter-espionage presence in the city...as well as to root out any lingering rebel sympathies for the former Duchess.
* Constable Joren Ettevand, Deva Male (Kineticist-pyrokinesis): Joren is a "fire sorcerer" of some power, capable of great feats of fiery destruction. He has been a constable for four years at Slate Branch, recently transferred in Spring 500 A.O.V. after successful missions to retake Shale City and recommended by Basil Dawson to join Unremitting.
* Constable Rhegalion Arbalistre, Deva Male (Oracle-lore; Spirit Medium): Another of the "four-nine-eights" from Flint Branch, Rhegalion's prior lives are not known to R.H.C., though it is suspected prior incarnations had been in Risur for some time. He is tapped into aspects of the divine as well as that of a spirit medium, using these powers effectively on the survey of crime scenes. In late Winter 499 A.O.V. he was transferred to Slate Branch at the request of Nigel Price-Hill, recommended by another deva and colleague of Rhegalion, one Joren Ettevand. UPDATE: Transferred in Spring 500 A.O.V. after several successful missions to retake Shale City and recommended by Basil Dawson to join Unremitting.
* Constable Drake Wellingham, Human Male (Gunslinger-bolt ace): Drake is as skilled of a marksman as Josiah is, but specializes in the crossbow over a more modern firearm. He is a fair constable in other areas, though not the sort to be given a difficult investigative assignment solo. He grumbles and complains about the difficulties involved in anything requested of him, which has earned him reprimands in the past. Drake has been known to make annoying impromptu rhymes on the situation, typically with expletives. UPDATE: Transferred to Shale Branch after several successful missions there, to reform the counter-espionage presence in the city...as well as to root out any lingering rebel sympathies for the former Duchess.
* Constable Arthur Wilde Human Male (Alchemist-grenadier/saboteur; Eschatologist): One of the "Four-Double-Nines" selected, Arthur is a former grenadier and sapper of the Risuri Army during the Fourth Yerasol War. A native of Flint from its lower classes, rumored to have Docker sympathies and a proponent of the philosophy of Eschatology, Arthur is nevertheless more keen on firearms and technology than people or social events. UPDATE: Transferred to Shale Branch after several successful missions there, to reform the counter-espionage presence in the city...as well as to root out any lingering rebel sympathies for the former Duchess.

The Chief Inspector:
* Chief Inspector Reuben Burke, Human Male (Ranger): One of three direct proteges of Director Price-Hill and Yerasol war veterans (the other two being Lucas Lawrence and Margaret Saxby), Reuben is actually older than Nigel Price-Hill and is considered a former mentor to him. Old enough now to have comfortably retired and then some, Reuben Burke is remarkably hale and spry for his age, a kindly and extremely patient man that has little value in politics. Though Bole Branch has long been considered a backwater for both troublesome and end-career constables, Inspector Burke is held in high regard by the Director. In effect, Nigel trusts Reuben as an informal evaluator of "deserving second chances," and many troubled war veterans of the R.H.C. have benefited from the older man's tutelage and wise words.

The Constables:
* Constable Johnathan Jackson, Human Male (Ranger-trapper; Yerasol Veteran): The former famed youngest Risuri Marine of the noted (some would say infamous) Spine Takers elite unit during the Fourth Yerasol War. Nicknamed "Spiny Jack" by the dailies for his accounts of bold and courageous acts during the war, he was conversely listed for war crimes by the Danoran Senate at the Fourth's conclusion. A constable at Shale Branch for several years, the Yerasol veteran was doing his best to shed his violent warrior past. When Shale Branch HQ fell on the night of 1 Spring, Johnathan was taken captive with only a few others surviving, and was only one of two captured constables to be rescued on 4-5 Spring 500 A.O.V. UPDATE: After being reprimanded for his willing involvement in the "Spencer Hopkins Affair" and remanded to probationary status due to mental strain from the fall of Shale Branch in Ethelyn's Rebellion, Johnathan was not forced to resign as initially expected; Director Price-Hill instead transferred him to Bole Branch to work with CI Burke. Recent reports state Constable Jackson is responding well to the transfer and his new environs.

A favorite of Delft who jokes that she is his “fourth” favorite constable that has come along under his so-called tutelage, Makala’s accomplishments in the last five years have given her great prominence and prestige, which earned her a fifth spot with the famed ”Resilience” team out of Slate’s R.H.C. branch. UPDATE: On 90 Winter 499 A.O.V., Makala was murdered by Duchess Ethelyn Lesterman, Sorkana Dell, Garrys Tranth and Ilton Finnagund in a Pine Island District warehouse, after her uncovering of the initial plot to assassinate King Aodhan.

The Fallen of Slate Branch (12 Spring, 500 A.O.V.)
* The “Resilience” Team: A highly decorated team of constables, the second of two teams allegedly performing the highest priority assignments to protect Risur from its enemies, both at home and abroad. Though not quite as decorated as Indefatigable, they are said to be the more aggressive “up and coming” teams eager for the most dangerous assignments. They have considerable talents for infiltration and assassination in both urban and wildland locales. Led by the senior constable Tanya Sparhawk, the other members include Letmas Lewing, Danan "Seven-Foot" Jakes and Burton Glix. A year ago, however, they lost their fifth teammate in a rough mission abroad, and have only recently decided to refill the slot in Spring 500 A.O.V. with Makala Fileccia from Flint Branch. UPDATE: Makala Fileccia was murdered by Duchess Ethelyn and her topmost Risuri Rebels at the end of 499 A.O.V., with her slot filled by Slate Branch constable Celeana Kirby in Spring 500 A.O.V. Just days later while on mission to Axis Island, nearly the entire team was wiped out in a freak accident.
* Senior Constable Tanya Sparhawk, Half-Elven Female (Hunter): The leader of Resilience and the principal driver of its capable successes in the field. A protege of Reuben Burke and veteran of the Fourth Yerasol War, Tanya was able to successfully transfer her skills as a military scout and sniper to field work abroad. No-nonsense and reserved, Tanya is a tireless planner and relentless in her attention to detail, almost obsessively. Her constant companion is a wolfhound named Cernan. UPDATE: Tanya and Resilience were wiped out in a freak sea cave accident upon Axis Island on the night of 12 Spring 500 A.O.V. Their bodies were recovered by the backup team shortly thereafter.
* Constable Letmas Lewing, Human Male (Bard/Wizard-illusionist): The informal "face" of Resilience, Letmas has the appearances of an effete gentleman, but is in truth a powerful wizard and master of illusion, disguise and charms. Those who meet him either consider him to be arrogant and biting, while others consider him charming and witty - in truth he is all of these to various degrees. Letmas enjoys games of skill and chance, as well as "bending" the rules to suit his humor. His best friend is Danan Jakes. UPDATE: Letmas and Resilience were slain in a sea cave accident upon Axis Island on the night of 12 Spring 500 A.O.V. Their bodies were recovered by the backup team shortly thereafter.
* Constable Danan "Seven-Foot" Jakes, Human Male (Fighter): The massive "muscle" of Resilience and a formerly deadly warrior of the Fourth Yerasol War, Danan credits his career in the R.H.C. to Inspector Burke of Bole Branch, who helped him adjust to a new career after the war was over. Forthright and good-humored though simple in his tastes, Danan considers the sophisticated Letmas to be his best friend, and enjoys gambling with the effete wizard. Danan for several years has been the R.H.C.'s presiding pugilist champion. UPDATE: Danan and Resilience were slain in a sea cave accident upon Axis Island on the night of 12 Spring 500 A.O.V.
* Constable Celeana Kirby, Human Female (Ninja): One of three female Constables of the coveted “King's Bodyguards” unit, who has served the longest in that position for King Aodhan. As his bodyguards are all female, the nickname "Ladies-in-Waiting" has also been applied to Celeana and her colleagues on this long-term assignment. Celeana is credited for taking down a Danoran spy after chasing him across the top of a ship's mast at full run, swinging ropes to an adjacent ship and then running across a mooring line to subdue him with poisoned darts. UPDATE: Celeana joined the Resilience team after the start of Ethelyn's Rebellion in Spring 500 A.O.V., but was killed along with most of the rest of the team in an accident on Axis Island.

* Constable Cardiff Hengehill, Human Male(Spy): The former fifth member of the Resilience Team, who was killed in a sacrifice to stall off enemies threatening the rest of the team on a mission abroad in early 499 A.O.V. - his body was never recovered as Tanya and the rest had to leave the area, but later divination efforts proved his death. It was Cardiff's slot that Flint Constable Makala Fileccia was to fill at the start of 500 A.O.V.

* The “Indomitable” Team: An elite team of constables that operated abroad in espionage missions, one of the first groups formed after the Fourth Yerasol War after the disbandment of the Risuri Special Service. Its six constables were nearly all successfully transferred former R.S.S. agents, and was personally overseen by Inspector Hopkins himself. More daring and bolder (some would say reckless) than the Indefatigable Team, they paid a bitter price in the Free City of Nalaam when all six were ambushed and killed while on mission in 496 A.O.V. - to that point it was the single largest loss of constables since the founding of the R.H.C. Many point to the loss of Indomitable as well as the retirement of many "first generation" constables as the reason to revamp the recruitment and selection process by 498 A.O.V.

The Fallen of Shale Branch (1-4 Spring, 500 A.O.V.)
* Chief Inspector Lucas Lawrence, Human Male (Fighter-tactician): A famed Yerasol veteran of the Fourth War and protege of Director Price-Hill, along with Inspectress Saxby of Flint Branch and old Inspector Burke of Bole Branch. Capable, dependable and even-measured in all his actions, handling Shale Branch with skill and competence - his knowledge of military matters made him ideal for Shale Branch operations. Severely wounded and captured during the fall of Shale Branch on 1 Spring, Inspector Lawrence was cruelly executed by Risuri Rebels on 4 Spring before he could be rescued.
* Assistant Chief Inspector Hayden Grady, Human Male (Bard-detective): Another protege of Inspectress Emilia Hart along with James Sutton, Hayden Grady was an exemplary figure of R.H.C. investigative techniques and operational excellence, a solid second-in-command for Inspector Lawrence at Shale Branch. Focusing on the less glamorous day-to-day matters, he was equally a disciplinarian with Lawrence, but also was fair and just to mold newer constables into what was needed. Grady was slain in the fall of Shale Branch on 1 Spring by Risuri Rebels in a last attempt of parlay.
* Constable Corbin Spears, Orcish Male (Fighter): An orcish Risuri from the southern enclaves, Corbin was a noted sergeant of the Hammerfall Guards Risuri Army regiment during the Fourth Yerasol War. A constable for several years at Shale Branch, he was close friends with Constable Johnathan "Spiny Jack" Jackson, formerly of the famed Risuri Marine Spine Takers unit. Killed in a last stand of Shale Branch HQ on the night of 1 Spring, 500 A.O.V.
* Constable Winston Watkins, Human Male (Wizard-evoker): A pretentious and well-mannered constable, scholar of Mitchell University. Would often accompany Corbin Spears on Shale Branch assignments, as their combined talents worked very well together. Killed in a last stand of Shale Branch HQ on the night of 1 Spring, 500 A.O.V.
* Constable Manfred Cooke, Human Male: A veteran constable of Shale Branch and soon to be Senior Constable of Shale Branch, Cooke was murdered in the early fall of Shale Branch on 1 Spring 500 A.O.V. in the compound, along with ACI Hayden Grady.
* Constable Cecil Crawley, Human Male: An experienced constable lured out by a false assignment by Risuri Rebels and captured on 1 Spring 500 A.O.V. when Shale Branch fell, along with Miranda Lenshire and Bartholomew Stafford. Executed by Risuri rebels on 4 Spring before he could be rescued.
* Constable Bartholomew Stafford, Human Male: Another experienced constable lured out on a false assignment and captured on 1 Spring 500 A.O.V., when Shale Branch fell, along with Miranda Lenshire and Cecil Crawley. Executed by Risuri rebels on 4 Spring before he could be rescued.
* Constable Abner Cosgrove, Human Male: A member of the five-man Unremitting elite team out of Shale Branch, was killed in action on 1 Spring 500 A.O.V. with fellow constable Kilian Platts by Risuri Rebels, sacrificing himself to buy time for the rest of Unremitting to escape to Shale's sewer system.
* Constable Kilian Platts, Human Male: Another member of the five-man Unremitting elite team out of Shale Branch, was killed in action on 1 Spring 500 A.O.V. along with Abner Cosgrove by Risuri Rebels, sacrificing himself to buy time for the rest of Unremitting to escape to Shale's sewer system.

The Retired:
* Constable Willem Muhnee, Human Male (Slayer-sniper/Gunslinger-musket master; Gunsmith): A rural-raised constable originally from Slate Branch, who ran afoul of R.H.C. bias in his “journeyman” period to Burton Glix and never found his footing in the politics there. Outspoken and a crack sniper and horseman, but lacking social acumen and investigative prowess. Nicknamed “The Gopher” for continual assignment to the most menial of tasks unworthy of constableship, Willem was one of the constables responsible for saving King Aodhan from assassination and the Coaltongue from destruction on 1 Spring, and was part of the Axis Island mission to capture Ethelyn Lesterman, gaining a transfer to Flint Branch afterwards. UPDATE: Involved in a longtime secret affair with Mayor Robinson of Stray River District, her political enemies exposed the relationship in early Summer, forcing Willem to make a choice between the R.H.C. and his relationship. He chose the latter, and resigned his commission over it.
* Constable Ifris Lanvaldan, Human Female (Soulknife/Aegis; Martial Scientist): Another of the "four-nine-eights" from Flint Branch, Ifris is a former marine veteran of the Yerasol War, though she was only a cadet at the time. An incident during the war "awoke" her unique set of manifestation powers, marking her as unique in Risur with the ability to form armor and weapons with her mind. Spending some time codifying the applications of these abilities into her thesis at Battalion Academy, she eventually applied to the R.H.C. program in the first year of its new evaluation and selection process. Upon gaining her constable status she was transferred shortly thereafter to Slate Branch for the "King's Bodyguards" special team. UPDATE: Ifris was one of the constables responsible for saving King Aodhan from assassination and the Coaltongue from destruction on 1 Spring, and was part of the rescue mission for Shale Branch captives on 4 Spring. She chafes at being "sidelined" for any real missions of the R.H.C. - something that her notable family disapproves of her involvement in given her "condition" as Risur's only human psionic warrior. UPDATE: After returning to Slate Branch with prospects of probationary discipline for her role in the "Spencer Hopkins Affair" Ifris chooses to resign from the R.H.C. entirely. Her whereabouts are currently unknown, though it is rumored she was offered employment by Beran Ambassador Brakken, and has left the country entirely in Spring 500 A.O.V.
* Constable Miranda Lenshire, Human Female(Alchemist-chiurgeon): A capable but not especially noted constable of Shale Branch, she often assisted with injuries and examinations of deceased bodies in Shale Branch cases. Lured out on a false assignment with two other constables on 1 Spring A.O.V. and captured, Miranda was one of only five constables who survived the fall of Shale Branch. She was rescued on 4-5 Spring along with Johnathan Jackson. * The ”King's Bodyguards” Team: A highly visible team of three constables, assigned to protect King Aodhan at all times, particularly during daily events. In its last form of 499 A.O.V. it is comprised of three talented female constables: Celeana Kirby, Anya Landreth and Ifris Lanvaldan. Because of the post being devoted to young female constables since Queen Avilanne's death, the team has been derogatorily nicknamed the "King's Ladies-in-Waiting", and there are assertions the team is nothing more than a political glamour post by Aodhan. UPDATE: After the attempted assassination and sabotage on 1 Spring 500 A.O.V., King Aodhan had the team disbanded, its three agents utilized in several dangerous assignments to help suppress the rebellion.

The Disgraced:

* Chief Inspector Spencer Hopkins, Human Male (Swashbuckler-musketeer): A famed former star agent of the Risuri Special Service, who is noted to have been instrumental in providing evidence to the rife corruption of that institution at the end of the Fourth Yerasol War. With his experience in spycraft and missions abroad, he is credited with crafting the "team" concept for elite groupings of constables on mission - Indefatigable, Resilience and Unremitting. Though middle-aged now he is still fit, handsome and bold in his way, though rumors suggest he is arrogant, has a foul temper and biased against the fey and elven supporters of the "old ways." Spencer was openly against the Director's changing of the "mentor-apprentice" system to a more institutionalized system of evaluating/training/selecting constables, earning the man's only formal reprimand by Director Price-Hill when he protested too openly. Known to be something of a womanizer in his private life. UPDATE: Suspected of having an illicit romance with Makala Fileccia, after her murder he manipulated both personnel and mission orders to have Ethelyn Lesterman assassinated on Axis Island. The plot was discovered by the Special Inspectorate and a trio of constables, who successfully had him arrested and removed from office. Hopkins currently serves a year's imprisonment for his conspiracy to counter the King's commands and subvert two constables to his schemes.
