To add my 2CP to this: if you have no money as you said, then PAYING is out. IMO Paladins DO NOT lie.
Pal says: "We have no coin,(and if he knows Chelaxian law,)you have no right to collect a toll from us for having weapons. Either step aside or be reported to your superiors" (make Intimidate roll as party's weapons and armor should add to this )
If they refuse and are dumb enough NOT to be dissuaded by numbers/ weapons, then either subdue or go back and report.
As the "corrupt" authorities in Cheliax dislike problems,and the guards KNOW this, they would more than likely just let you go rather than risk death.
On a side note; I ran a game with a LG Ftr, who I told would have to either change his alignment or leave the group,as his morals would have prevented him from staying with a bunch who tortures and /or slaugthers for info. He agreed and made a new Char.
