Azure District - Gozreh Champion District - Gorum Cudgel District - Abadar Merchant District - Desna Noble District - Pharasma Shadowshore District - Norgorber Sunrise District - Sarenrae The Crimson Fleet is a renegade band who opposes the Shackle pirates and secretly backed by the Aspis Consortium.
I would go with the reclamation of Cyre. Basically chamge continuity to say that the fog has rolled back and now the PCs have an opportunity to rebuild the lost nation. A monstrous/goblinoid version near Darguun would be great. I too followed with the reclamation of Cyre though those darned mists were still in place. The adventuring group was sponsered by the last known noble heir living in New Cyre.
1. Orbius Vhalanthu: the beholder mastermind from the Shackled City adventure path. 2. The rebel V from V for Vendetta. i can imgaine him running loose in Cheliax or Galt. 3. The lich Szass Tam from FR. maybe in Geb or Nex. Also he can one of those running the Aspis Consortium. 4. Smaug the Dragon from the Hobbit. Nuff said.

From the Bullywug Gambit: 1. Lucas Bish, Human cleric of Lathander. Died fighting a swarm of Shadow creatures in Kraken's cove. From the Sea Wyvern's wake: 1. Remal Kang, Gnome sorceror/monk. Died fighting the mother of all. 2. Sarna Seaweaver, Asimaar rogue/swashbuckler. Died in same battle with mother of all.

Its Smenk. I can't see him fighting his own battles for a change even if he becomes a demon like Vanthus. How far in the campaign do you plan to introduce him? Looking back to the "There Is No Honor" adventure for example, as a tool for the Lotus Dragons, he can take the place of the old harbormaster after Rowyn assassinates him. Either that or replace Parkus with Smenk on Parrot Island. Nothing will tick the Pcs off more when they learned that the scumbag that got away from them in AOW died by the hands of a even viler scumbag. They'll hate Vanthus even more.
The victims err... i mean the valiant heroes who had fallen in There Is No Honor: 1. Durath Salainiel: Elf rouge. Died when he tried to switch sides with Rowyn. His only reward was Gut Tugger eating his liver after the party attacked too soon. 2. Linsha Corbus: Female Human fighter. Killed when two Rhogdesias swarmed over her in the Lotus Dragon's guildhall.
I'm still waiting for the 3.5 version of Freeport to come out. But i used the Dead Man's Chest adventure from Dungeon #107. The ghost of Ned Flecther was the captain of the ship, the Blue Nixie that Vanthus burned in order to kill his parents. The only way to get rid of him was returning the Eyes of the Sea Dragon to The Azure Cathedrel. Mordeki was a servitor of Dagon(Unspeakable One). Not much of a side trek but my players enjoyed it.
