Here is my weird request...

Barin Mirak is a male rogue of keleshite descent from Alkenstar. He has black hair and deep tan skin. His impressive dexterity would be in most impressive physical attribute and his constitutiona and strength would be average for a human. His clothing is almost entirely composed of earthy tones and seems to be made to sustain quite a bit of punishment on a daily basis. He wields a revolver in his left hand and a short sword in his right. With a rapier as a back up weapon and thieves tools in various pockets and straps on his vest and belt. His wears padded armor that allows him to move easily without encumbrance.

The revolver is plain as far as additional decrative elements. If there are any decorations they would be relativly minor and likely be on the gun handle.

I have very little idea what the particulars of what kind of clothing. When it comes up in my mind I would like to describe his dress and even the way he carries himself as cowboy-esce or other wise like a character from wild west, however I am concerned that this might make him seem out of place in a prominantly fantasy setting. My greatest desired for this picture would be that he looks like he fits into a fantasy setting as well as the gun fits with the rest of the character.

I do think that you are underestimating those three caster levels.

They mean that the dragon disciple's highest level spells are one or two levels below the single classed sorcerer's. Which does have quite an effect.

Additionally, those levels give the sorcerer roughly eight to twelve more high level spells per day and five to six more spells known (not counting any known spell gained from the bloodline).

While I'm not sure if it is balanced, it is clear to me that if you are a sorcerer that likes spellcasting, you should probably avoid Dragon Disciple as it will only really enhance things other than your spellcasting.

Yep. It's not just OGL. It's also part of the official SRD. (It's just not listed in the main Feats section.)

Yes I was going to say that, but I then recalled something from events that happened during RPG Superstar that made me think that being on d20srd.org didn't necessarily mean that it was in the SRD. My memory may be faulty though.

I did recognize Shall Not Pass as something similar from one of the OGL feats from the Expanded Psionics Handbook here.

Where exactly? I've found a quote saying that the Book of Nine Swords was used for testing concepts, but nothing saying anything like it was designed with 4e in mind.

From what I'm seeing, to make the Bo9S classes fit into 4e, you would need as much work converting them as any other classes. They only real unique thing that I can think of that ties the mechanics of 4e to the Bo9S is the use of the word "encounter." I can find as much of a connection between the wizard mechanics and in the 4e mechanics.

I'm not really sure what you are talking about, frankly I think WotC was trying out new things throughout 3.5.

The ninja, with a point system used to activate abilities.
The warlock, with only at-will abilities.
The incarnum classes.
The entire tome of magic.

As far as I'm concerned if all the books had been written with the design goals of early 3E firmly in mind, then the 3E would have been a much more depressing place.
