Interesting concepts, several controversial assumptions.

In short, GMs should be ready to do some fast talking (or make some changes before running this scenario).

This sounds so awesome! I worry that it may be too much planes-hopping, and players might get disoriented ("If it's Tuesday, this must be Kastrovel") but Wolfgang Bauer writing the city of Brass? Awesome!

There is a thread somewhere on the boards discusing this.
Necros Cob is one of the best city supplements I ever saw. This product oozes 1st edtion flair.
That said, it is also an expensive and big product. And you can not expect DMs to buy it to be able to play the AP. Therefore they won't use it. But they ceratinly will have a look at it an probably provide idea how to use the Necro version instead of the Paizo version.
