As I intend to start a PFS in Portland, I need some clarification. There is a lot of bandied terms that I cannot find clarification on anywhere. And As I have a headache from the drinking of too much ale last night, I have given up on reading through all of these posts.
What in the Nine Hells is Tier 0, Tier 1, Tier 2, etc. The term bring tears to mine eye.
If I start my own home lodge post GenCon 2009, what Tier am I? What tier are my players? I see there is an adjustment in combat for different tiers, but how do I adjust the difficulty of traps and challenges to higher tier characters?
I take it I do not have to use the scenarios in order (with a few exceptions because of NPCs, etc.). So, what is the highest level or Tier pathfinders can achieve?
Do all the players on a PFS mission need to be the same faction? Do they need to reveal their faction? Can you have a fraction of faction and develop the action to gain any traction? Ignore that last question, my head hurts.
Finally, what is the process for creating sanctioned PFS events. For instance, can I work with a local gaming store to have sanctioned events? Can I do it from my home? Can I, in my teacher alter-persona, use an after school club?

Tiers represent the levels of characters appropriate to the adventure. Examples include Tier 1-5, Tier 1-7, Tier 5-9, etc. Occasionally people shorthand those to Tier 5, Tier 7, Tier 9, etc.
A Tier 1-5 adventure will describe two different difficulty levels. The "low" difficulty is appropriate for parties of level 1-2, the "high" difficulty is appropriate for parties level 4-5. Level 3 parties get to make a choice. Mixed-level parties get confusing, and the rules will be better explained in version 1.2 of the Society rules document.
Adventures with a wider Tier, like 1-7, will have 3 difficulties. Low difficulty for 1-2, mid difficulty for 3-4 and high difficulty for 6-7. Level 5 parties would have a choice.
Further confusing the terminology, some people describe these sub-bands as Tiers also...a Tier 1-5 adventure could be called Tier 5, Tier 1-5, or because the party played low, a Tier 1-2 adventure.

The adventure should describe both changes to the monsters for use in combat as well as changes to trap DC and damage, etc. depending on whether you're playing the low, mid, or high version of the adventure.

The scenerios can be run in any order, but there are some adventures which, while theoretically being appropriate for level 1-2 characters, should probably be held off until later. If you're planning to run PFS scenerios, you may want to do some research on which ones are most appropriate for starting characters.
PFS characters retire at level 12, though Joshua has suggested that there may be "event" adventures at a later time that will give retired characters something to do now and then.

Players will let the GM know what faction they are playing, and the GM will provide them with their appropriate faction mission. If multiple players of the same faction are present, they can work together to accomplish their goals. If everybody is different, they can roll their eyes at each other as they try to "secretly" accomplish their goals. It's frequently not very subtle.

The players and GM all need to sign up for PFS numbers here on the website. The GM needs to buy an adventure. The GM needs to help everyone fill out the appropriate paperwork, and submit the information here on the website. All done!
Yep to the gaming store, yep to the home game, and a BIG FAT YEP to the after school club. Getting young people involved in gaming is a most honorable duty.

Evilvolus, you are a discredit to your name, if indeed you are evil.
Instead you may now be counted amongst the forces of Good, by helping cure my headache and helping me find clarity. That said, the distinction between "level" and "Tier" still eludes me and is needlessly confusing.
I can hardly wait to start post-GenCon/release of PFRPG.

Tier is the level of the adventure, or the level of the party, while your level is the level of your character.
Now, if that sentence isn't evil, I may have to retire from eviling alltogether.
Or, I could describe the distinction between character level, class level, effective character level, level adjustment and the level of the water table, if you'd prefer...
Or we could go down a level in the dungeon to fight higher level monsters so that we can go up a level so that we can go down a level in the dungeon...
Have I brought the hangover back, yet?
Anyway, I like to think of the Tier as the number on the sign saying "You must be X tall to ride the roller coaster" while your character level tells you how tall you are...although the metaphor runs into trouble when 3 midgets and a giant count as 5'10".
EDIT:
It's also worth mentioning that whenever it's used in an OFFICIAL capacity, the Tier always describes a RANGE of levels. Referring to "Tier 5" is a completely unofficial shorthand. And yes, needlessly confusing.
