I have several players in PFS who have played thru at least half the scenarios out for play and "DRAGONHIDE" has yet to rear it's ugly head in any chronicle or even hint at purchasing it.
It drastically leaves druids with no thought towards higher AC as it is not available; any chance of it showing up in a scenario or even relaxing the "DRAGONHIDE" restriction as I think "ADAMANTINE" and "MITHRAL" are more troublesome to the enemy than "DRAGONHIDE".

I believe the whole 'Dragonhide' thing is in 'Always Available Items', meaning that Dragonhide isn't on the list of items available all the time. However, I believe Dragonhide items fall under the list of items available under your maximum cost determined by PA.
Either way, no one in our group has found the need to resort to Dragonhide, but that's mostly because our only Druid is a little absent minded.
And of course, as always, I might very well be wrong :)
Ummm, no it's a very serious question. If you've slain a dragon, you should have gotten access to some dragonhide. If you have slain dragons and haven't gotten access to it, then it's a bit unusual one would think.
If you don't create a supply of it how is your access supposed to change?
Other question would be, Are you fighting people wearing Dragonhide armor? That could be another potential source of a little bit of it.

Being as how this is the OP area, none of this is actually applicable. Items in PFS are usually available from sources within your faction whether you have encountered it or not, since personally I have never purchased something from a chronicle sheet.
As for the actual question, it's a good one and I'm afraid I don't know the answer, but I suspect that Dragonhide is simply not available, since it's not on the list of "allowed things" either on the 'always available' list or in the magic items chapter, which is how Joshua has stated that's meant to be interpreted in the past regarding poisons.
Why no dragonhide? I'm really not sure.

in the questions on the 2.1 version thread Josh states that when your prestige allows you to buy them, you can. Just that it's not 'always available' meaning you can't buy it with 0 prestige.
