I know some adventures give you the option of purchasing partially charged wands, but are you able to buy them otherwise, keeping the prestige award spending limits in mind as your buying guidelines instead? With only 4 prestige, could I buy a 3rd-level cleric wand with only 2 charges on it? Thanks!
It's not possible unless there's a partially charged wand on one of your last 3 chronicles. All wands purchased with PA are assumed to be fully charged.

You will have to buy a scroll - with all the disadvantages aka higher price and the chance of spell failure.
My first level Wizard (now second level) was running around his last game with the nuclear option aka a scroll of fireball. He got unlucky as he had zero items to buy from his first two chronicles (Shipyard rats tier 1-2 and Cassomirs locker - played up tier 3-4). So while I couldn't buy much I had quite some money to spend.
But the reasoning for me for the scroll is - this is a long term investment. I don't intend to use it but rather plan to write it in my spell book a long while later. In the mean time - well - there is always this extra option to go with a bang if everything looks bleak.
I guess for a cleric this isn't an option - and a third level scroll is expensive for low levels to use as consumable.

I only know of a handful of scenarios where access was granted to partially charged wand, but I'd second Benn that these items are a nice touch on a chronicle sheet down the road--especially when a PC has enough PA points to buy one but not enough GP to afford it fully charged. I'm in favor of more unique items on the chronicle sheets in general, as opposed to a potion of cure moderate wounds at Tier 4-5 or a +1 cloak of resistance at Tier 10-11.

Agreed !! I was just game master in a game where the Big Bad had a wand and the preferred way to fight was to zap everyone with the wand. So why not make the wand unique and give it 24 charges (just a random number - can be anything below 50) instead of 50 on the chronicle sheet.
The appeal of Pathfinder is Roleplay - this would add more of such without any change needed in the rules.
By the time you zapped through these 24 charges and survived a character is likely to be able to afford one with his AP any how.
