Can either the Spring Attack or Shot on the Run feats be combined with spell use?
For example, could a player move forward, cast burning hands, then move back with Shot on the Run? Or could the player move forward, use shocking grasp on an opponent, then move back with Spring Attack?
Finally could support spells such as cure light be substituted?

Simple answer - No.
As they are written the feats only allow a single melee (in the case of Spring Attack) or ranged attack. Because of the high pre reqs, especially compared to Flyby Attack, I usually rule that Spring Attack can be any standard action. This is totally a house rule, completely unofficial, and negates Shot on the Run since both a melee or ranged attack can be standard actions.

Shot on the run, no. However you are able to use spells with Spring Attack if you properly combine them.

Effectively you cast a melee touch spell like shocking grasp or cure light wounds and hold the charge, then on your next turn, you can use the Spring Attack feat and deliver your charge how you like.

I would allow a melee touch spell to delivered as part of a `Spring Attack` and I would allow a ranged spell (i.e. ray, magic missile, etc.), to be used as part of a `Shot on the Run` provided the casting time for the spells is a standard action or less.

Shot on the Run:
Shot on the Run (Combat)

You can move, fire a ranged weapon, and move again before your foes can react.

Prerequisites: Dex 13, Dodge, Mobility, Point-Blank Shot, base attack bonus +4.

Benefit: As a full-round action, you can move up to your speed and make a single ranged attack at any point during your movement.

Normal: You cannot move before and after an attack with a ranged weapon.

Spring Attack:
Spring Attack (Combat)

You can deftly move up to a foe, strike, and withdraw before he can react.

Prerequisites: Dex 13, Dodge, Mobility, base attack bonus +4.

Benefit: You can move up to your speed and make a single melee attack without provoking any attacks of opportunity from the target of your attack. You can move both before and after the attack, but you must move at least 10 feet before the attack and the total distance that you move cannot be greater than your speed. You cannot use this ability to attack a foe that is adjacent to you at the start of your turn.

Normal: You cannot move before and after an attack.

Even though Spring Attack says "melee attack" I would allow a melee touch spell to be delivered.

3.5 had a feat called moble casting which allowed for this

Actually, Druids could with Shot on the Run and Produce Flame. It'd still be one turn to cast the spell and a separate turn to make the attack.

Ahhh, quite right. Or a rogue who has a scroll UMD'ed and runs around tossing fire at people.
