Minor / Major Magic to use Arcane Strike RSS

The talents Minor and Major magic gives you limited ability to cast spells. Is this enough to get the arcane strike feat or does it strictly refer to spell casting abilities of classes such as wizards?

No as they are spell like ablitys and not spells. Ya are not an arcane caster

Thanks. I was attempting to do something with a pure Rogue.
