so, does the merfolk PC get +2 natural armor? or does that nice mermaid in the picture get a manatee-leather corset?
um, I also noticed that she's got a heavy crossbow that deals 1d8 points of damage...is that supposed to be 1d10, or a light crossbow, or a small heavy crossbow?
(I'm still on this crazy jag about a team of mermaids who all do wacky things to offset their slow land speed, like Barbarian, Monk, or whatever. I can finally do that write-up of the mermaid monk who wields a mean siangham)

PCs get the same special abilities and qualities as the monster does; it's just a mistake in the "Merfolk as PCs" writeup (the 3.5 monster manuals had so many mistakes in those sections that I just stopped using them altogether; it ended up being faster and easier to do it myself straight from the statblock).
Since the merfolk are a medium-size race, they should use medium-sized heavy crossbows, dealing 1d10 damage. Personally I think it would make more sense to give them light crossbows though :)
