Hello fellow Pathfinders!

I'm just in the process of prepping some small adventures and encounters utilizing the hooks presented in the excellent Council of Thieves: Bastards of Erebus AP.

Interestingly enough I've become stuck with a level one party of several Tieflings and, ironically, one Asimar. So naturally since they're all somewhat stronger than your standard race I've decided to do away with level adjustment and simply treat their average party CR as 2. Seems fair to me anyway.

Now forgive me for a very mild spoiler here (for anyone who hasn't played the adventure yet) but I've come a cropper in regards to the CR of your average Goblin. I'm looking to apply a Were template to the little bugger, but here's the essence of my problem:

Why are the Goblin Rogues in the AP CR 1/2 while a standard Goblin Warrior is CR 1/3? These are both level 1 gribblies.

If I've read this correctly, any creature that doesn't have Racial HD but instead relies on Class HD has its CR dropped by one level. For instance, a level 5 human wizzard would be a CR 4 encounter.

Am I right so far?

Because the AP has thrown me into a state of confusion, and now I can't help but feel I'm missing something. It really doesn't help when this is my first experience GMing a DnD esque game. In the past I've mainly just been a White Wolf and Savage Worlds kinda guy.

Any help would be greatly appreciated :) And if anyone can also drop a few pointers on applying a were-rat template to say a goblin warrior? I'd be much obliged.

I'm guessing the answer to this difference is that Rogue is a PC class, while Warrior is an NPC.

It's true; for races who gain hit dice through levels, CR is calculated as Level -1 for PC classes, Level -2 for NPC classes. If the creature has even one level of a PC class, use Level -1. If this would drop the CR below 1, the following scale is used: 1/2, 1/3, 1/4, 1/6, 1/8.
